- Meeting Overview:
In a key decision, the Gardner Finance Committee approved a resolution to transfer custodianship of Route 140 from Green Street to the Winchendon town line to the Massachusetts Department of Transportation (MassDOT). This move aims to alleviate the city’s maintenance responsibilities and associated costs. The Mayor highlighted that this section of Route 140, although recently repaved with federal grant money, remains under the city’s jurisdiction for maintenance and repairs. By transferring custodianship, the state will assume full responsibility for the upkeep of the road, excluding plowing, which is already managed by MassDOT under a separate contract.
The resolution received input from the law department and the Department of Public Works (DPW), both of which supported the transfer. The Mayor emphasized that this is not a conveyance of land but merely a transfer of maintenance responsibilities. A committee member expressed confidence in the state’s ability to maintain the road but sought assurances for public accountability. The Mayor confirmed that regular conversations with state representatives would ensure this.
Another topic was the authorization of a $2,139.35 payment for previous fiscal year bills related to public building utilities. The Mayor explained that additional time was requested by the auditor’s office to verify the numbers before finalizing the payment. The committee agreed to remove the item from the calendar and resubmit it once all details are confirmed.
The committee also discussed authorizing a 5-year contract for school district copier and printer services. The Mayor explained that longer contract periods typically result in better pricing. The committee unanimously agreed to recommend this authorization to the full council.
Similarly, the committee considered a 5-year contract for fire alarm and sprinkler testing services. This contract, mandated by annual testing requirements, received unanimous approval for recommendation to the full council.
Another item on the agenda was the renaming of the property located on Waterford Street to the Waterford Community Center. This procedural move, recommended by the law department, aims to facilitate the building’s transition from a school to a community center. The Mayor noted that this initial designation might change in the future, but it allows the city to move forward with leasing agreements and other administrative actions.
The committee also reviewed an ordinance to amend the administrative legislation code for the city of Gardner. This extensive document aims to standardize processes across various city bodies. Committee members agreed that more time was needed to thoroughly review and potentially tweak the ordinance to ensure it meets the city’s needs.
Lastly, the committee addressed a resolution concerning the future of Coleman Street School, which is currently rented out but lacks a renewed lease agreement. The resolution seeks to establish a plan for the building’s future use and maintenance. The committee expressed no objections and agreed to recommend the resolution to the full council.
