The Gardner Planning Board has approved a definitive site plan for the construction of a new salt storage facility by the Department of Public Works (DPW), despite concerns raised by a resident about its proximity to wetlands.
During the meeting, the primary focus was on the proposed salt storage facility located along the westerly side of Manca Drive. Chris Anderson, representing the Gardner DPW, presented the details of the project, which involves constructing a 9,100-square-foot structure on approximately 2.96 acres of undeveloped woodland. Anderson emphasized that the project would not disturb any jurisdictional wetland areas, negating the need for conservation oversight.
The facility is designed to streamline the operations of sand and salt delivery trucks by creating a loop system that allows for efficient loading and unloading. The plan includes a stormwater management system to capture and treat runoff before discharging it into a detention basin. This system is designed to handle up to a 100-year storm event.
However, local resident Paul Lemieux voiced strong opposition, arguing that the facility is too close to the wetlands that feed the Otter River. Lemieux expressed concerns about the potential environmental impact and pledged to oppose the project at the Conservation Commission meeting. He suggested the existing salt shed location could be utilized instead to avoid encroaching on the sensitive wetland area.
Despite these objections, the Planning Board members appeared satisfied with the environmental safeguards and stormwater management measures outlined in the plan. One board member noted that the project would not negatively impact the environment or surrounding neighborhood, as all salt products would be stored within the structure, away from the elements.
Lighting for the facility was also discussed. While there will be no pole lighting, a single building pack light is proposed to illuminate the parking area and assist with nighttime operations.
After addressing all questions and concerns, the Planning Board voted to approve the definitive site plan for the salt storage facility. The decision was unanimous, with all members in favor.
