The stormwater management plan also received attention. Christie highlighted that the proposed management basins must accommodate a 100-year storm event, and calculations must meet town standards. The peer review stressed that reinforced concrete is preferred for drain pipes over HDPE, commonly used in Gardner. The board considered whether a formal waiver would be required for the continued use of HDPE pipes, reflecting subdivision rules.
Gary Roberts raised concerns about the lack of on-site visits by the engineers involved in the peer review. This change, he noted, could affect stormwater management and exacerbate flooding problems experienced by nearby residents. Roberts cited past problems with another builder, whose inadequate planning led to flooding.
Traffic concerns extended beyond the immediate site, as highlighted by Robert SK, who pointed out that ongoing construction in East Templeton had affected traffic patterns. The traffic study, conducted in August, coincided with this extended construction activity, raising questions about the accuracy of its findings. Mary Schaffer, another public participant, further inquired about the access road’s location, expressing safety and traffic flow concerns based on the traffic study.
The meeting also addressed technical compliance details for the subdivision plan, including the need for an operation and maintenance plan for the stormwater systems. Christie emphasized the inclusion of construction entrance dimensions and lighting plans. The applicant sought to clarify sidewalk provisions, noting that the design allowed for sidewalks on one side of the road, as regulations permit for non-collector streets. This design choice, coupled with grading on the non-sidewalk side to accommodate future installations, highlighted the balance between meeting current needs and planning for future infrastructure.
Beyond the subdivision review, the board announced upcoming projects, including a hazard mitigation plan to be initiated after the new year. This plan aims to address vulnerabilities related to large storms and other hazards, involving collaboration with a consulting firm. Representation from the planning board will be essential in this process. Additionally, a master plan process was mentioned, with interviews conducted with consulting firms and a finalist selected, though details were withheld pending formal notification.
