Gardner Planning Board Tackles New Developments and Housing Regulations
- Meeting Overview:
In a meeting filled with discussions, the Gardner Planning Board evaluated site plans for new developments, addressed amendments to zoning regulations, and focused on promoting housing growth within the city. Key topics included a proposed Walmart fueling station, new building projects, and several ordinance modifications aimed at accommodating the city’s housing needs.
The meeting opened with a continued public hearing concerning Mount Wes Community College, which had submitted definitive site plans shortly before the meeting. The board decided to defer further review until the next meeting in December to allow adequate time for consideration.
A significant portion of the meeting was devoted to a preliminary site plan review for a proposed barn on a 115-acre site on Green Street. The project, detailed by a representative from McCarti Engineering, involves constructing a barn designed for office space and classrooms incorporating animal therapy programs. The design accounts for the site’s environmental conditions, including a high groundwater table, by implementing stormwater management measures such as a Pstone diaphragm for pre-treatment. The representative emphasized challenges in meeting Total Suspended Solids (TSS) removal rates due to limited infiltration feasibility. Ongoing coordination with the conservation commission and Board of Health was noted for necessary environmental permits and water supply solutions.
Attention then turned to a preliminary site plan for a Walmart fueling station on Tiffany Boulevard. A representative from Royal Engineering outlined plans for a 1,618 square foot convenience store, a fuel canopy with multi-product dispensers, and associated infrastructure. The plan includes over 500 parking spaces and landscaping enhancements with new trees and shrubs. Compliance with stormwater management standards was a focal point, given the site’s classification as an outstanding resource water area, coupled with issues posed by the high groundwater table. The proposed development would necessitate a special permit, to be filed through the Zoning Board of Appeals, confirming limited access via Walmart’s existing drives.
The board also examined several zoning amendments, particularly concerning accessory dwelling units (ADUs) and a housing priority overlay district. Proposed changes involve updating terminology from “in-law apartments” to “ADUs” and adjusting parking requirements based on proximity to public transit. The introduction of a housing priority overlay district aims to facilitate the development of starter homes, with conditions for density and affordability. The ordinance would enable ADUs within specific size limits, reflecting both local and state requirements. The potential increase in ADU size and adjustments to parking buffers sparked debate, with concerns about stormwater runoff and neighborhood aesthetics.
A notable element of the meeting was the proposed ordinance to expedite permitting processes for residential developments, requiring decisions on applications within 90 days. The board stressed that this timeline would pause if additional information was needed from applicants.
In addition to these discussions, the board considered a proposal to reduce parking requirements to one space per dwelling unit, supported by a letter from property manager Anita Muhammad. This proposal aligns with broader zoning updates designed to foster responsible growth and make effective use of underutilized properties. The board debated the implications of such changes, with a focus on balancing development needs with community standards.
