Gardner Public Safety Committee Discusses Staffing Challenges and MART Safety Concerns
- Meeting Overview:
The Gardner Public Safety Committee meeting on March 28th focused heavily on staffing issues across several departments, notably within the police and fire departments, alongside a pressing safety concern regarding the Montachusett Regional Transit Authority (MART). The police department’s staffing shortages, driven by recent resignations and anticipated retirements, were a point of discussion, as were the financial constraints limiting officer training and operational readiness. Moreover, safety concerns and alleged underutilization of MART’s services were brought to the committee’s attention, sparking a call for further dialogue with the transit authority.
01:01The police department is currently grappling with a significant staffing shortfall, compounded by a recent resignation and the pending retirement of three officers by early next year. Attempts are underway to fill these vacancies, with one student officer set to graduate from the academy in mid-June and three additional candidates undergoing interviews. Despite these efforts, the department noted that new officers would not become operational until the end of the year due to the extensive five-month academy training required.
Further complicating matters, a spending freeze has curtailed training opportunities, prompting the department to seek alternative, cost-free training avenues. Despite this, the critical incident training focused on mental health remains a priority, with two-thirds of the department having completed the program. Budgetary constraints have also led to escalating overtime costs, largely due to two officers being on extended sick leave, forcing the department to operate at minimum staffing levels.
09:02Efforts to mitigate youth engagement in gang activity through junior police initiatives were bolstered by the approval of the Shannon grant, amounting to approximately $47,000. Additionally, the department intends to reapply for a body-worn camera program grant, following the success of a pilot program that saw positive feedback from officers. Concerns regarding building maintenance were also noted, with significant repairs overdue, including the Stucko redo and alterations to the Emergency Operations Center kitchen project.
22:58The fire department, meanwhile, is facing its own staffing challenges, exacerbated by one member’s overseas deployment and three others on light duty. The department’s overtime expenses have surged well beyond the budgeted $200,000, reaching $577,000 for the year. Despite these hurdles, they have secured a grant of $15,355.19 for firefighter safety equipment, which will be used to procure new fire hoses, a gas detection meter, a thermal imaging camera, and electric vehicle emergency plugs.
In response to the increasing presence of electric vehicles in the community, the fire department has submitted a second application for state funding to acquire additional safety equipment, including structural and ballistic helmets for EMTs. A federal grant application is also pending for the procurement of 40 new portable radios, valued at approximately $360,000, to replace outdated equipment.
31:26A noteworthy discussion emerged regarding a new application for a Class 2 motor vehicle dealer’s license for MM Auto on East Broadway. The police and building departments reported no concerns, leading the committee to recommend approval to the full council.
32:52Public safety concerns extended beyond departmental issues, with Councilor Karen Hardern raising the matter of safety and performance issues with MART. Recent pedestrian accidents involving MART buses prompted Hardern to voice concerns about unsafe driving practices and the apparent underutilization of the service, noting that many buses appeared empty during their routes. Hardern stressed the lack of responsiveness from MART regarding these issues and proposed an informal meeting to address safety and ridership concerns. The committee agreed to escalate this matter to the full council for further discussion.
