A board member highlighted the absence of explicit guidelines for these elements. The member expressed disappointment over the lack of detailed provisions, stressing the need for clear language to ensure future compliance and avoid challenges during negotiations.
The board also addressed the procedural intricacies of amending the redevelopment plan. It was debated whether a phrase could be added to the plan without necessitating a reintroduction, which would be contingent on the borough attorney’s advice. While the board can recommend amendments, the decision ultimately rests with the council, which is not obligated to follow these recommendations. This led to a broader conversation about the importance of the planning board’s jurisdiction as repeatedly referenced in the plan.
Traffic studies emerged as another topic during the meeting. Concerns were raised about how traffic capacity, especially at intersections rated “F,” might impact the momentum of the redevelopment project. It was clarified that under the Fair Share Act, traffic considerations do not heavily influence affordable housing projects. Nevertheless, the redevelopment plan mandates a traffic study, a standard requirement for developers. Public comments during the meeting further highlighted apprehensions about traffic impacts, referencing past studies like the one conducted for the Vermela development, and questioning their adequacy in assessing community impact.
Public participation was a key feature of the meeting, with Bruce Patterson, a community member, voicing concerns about traffic impacts on affordable housing.
