- Meeting Overview:
During the recent Gibbon-Fairfax-Winthrop (GFW) School Board meeting, discussions centered around delays in construction timelines due to permitting issues, highlighting the project’s current behind-schedule status. The meeting also covered the necessity of a fire pump for the new building project and the acceptance of donations from various organizations.
A major portion of the meeting addressed the ongoing construction delays exacerbated by permitting issues. Project managers from Kuss Anderson and Gold Architects and Engineers explained that rain and delays in receiving permits had impacted the schedule. For example, the critical plumbing permit was not received until July 23, far later than expected. These delays have forced a restructuring of the construction phases, particularly affecting the elementary school and district office, which are now prioritized for completion by winter break.
The project managers emphasized the industry-wide problem of securing timely permit approvals, noting, “this has been an industry-wide problem on getting plumbing permit… reviewed and approved from the state itself.” The construction team identified a loss of approximately 39 working days due to adverse weather conditions, complicating efforts to make up for lost time. Despite these setbacks, there is a concerted effort to expedite essential areas, aiming for the Performing Arts Center to be ready around March, subject to progress and weather constraints.
Further complicating the timeline, the kitchen facilities in the elementary school are not expected to be fully operational until mid-October. This delay necessitates a temporary solution where food will be prepared off-site and transported to the school. The anticipated move-in date for elementary students has shifted from September 1 to potentially around the Christmas break, with some hope for an earlier transition during Thanksgiving break, depending on further scheduling adjustments.
Concerns regarding the adequacy of clay for future gym construction and the overall soil conditions necessary for the gym’s foundations were also discussed.
In addition to construction updates, the necessity of a fire pump for the new building project was a focal point. The engineering team, in collaboration with city engineers, assessed water pressure requirements for the fire suppression system. It was revealed that while the fire pump was initially considered but not included in the project budget, recent developments showed its necessity to ensure adequate pressure throughout the building. The board members expressed concerns regarding the budget, as the cost of the fire pump was projected at $57,000. However, the engineering team assured the board that the pump would meet code requirements and that the district had a contingency fund for such unforeseen expenses. The pump is expected to operate briefly each month for testing purposes and is sized to avoid excess costs. Despite budgetary concerns, the board approved the change order for the fire pump.
The meeting also included the acceptance of various donations. The board passed a resolution to accept a total of $5,000 from the GFW Athletic Boosters for a new scoreboard, $250 from the Wendell Berkeley Memorial for the TCA, and $100 each from the General Federation of Women’s Clubs for middle and high school art classes. Additionally, the preliminary property tax levy for the 2024-2025 school year was discussed, with the administration recommending a maximum levy reflecting a 2.2% increase, amounting to an additional $143,000.
The board also approved a new GFW logo, transitioning from the Thunderbirds to the Firebirds. While some concerns were raised about potential nicknames, it was noted that the student body had voted on the logo, lending credibility to the decision. The logos, designed for versatility across various school organizations, were ultimately approved for use.
The meeting concluded with a reminder for board members to complete a self-assessment survey by October 4. Future meeting dates were announced, including a work session on October 7, a board meeting on October 21, and another work session on November 4, along with an election on November 5.
