Goodhue County Board Approves New Road Projects Amid Funding Challenges

It was emphasized that LOST funds could not be used for maintenance, staff salaries, or equipment purchases.
The meeting also addressed the county’s five-year bridge program, which includes the replacement of three structures in 2025 and the rescheduling of two replacements due to condition issues and funding shortages. Six new structures were added to the program, with completion dates ranging from 2029 to 2030. The board’s approval of the attached resolution for the five-year bridge program reflects an aggressive strategy to replace aging infrastructure despite funding challenges. The department officials noted increased costs of materials and construction but expressed optimism about securing additional funding from various sources.
In other business, a commissioner highlighted the successful passage of a bill allocating $193 million for mental health services in Minnesota, a development for the county. The commissioner plans to attend a roundtable to gather more information on priority issues, such as the need for updated technology in health and human services, Minnesota’s low ranking for mental health beds, and the gaps in the continuum of care for children with mental health challenges.
The meeting also touched on procedural matters, such as the requirement for planning advisory committee members to take an oath of office, as mandated by Minnesota statute 358.05. While some board members questioned the necessity of oaths for advisory roles, it was suggested that taking an oath would align with legal requirements and not be harmful. The logistics of administering the oath were discussed, with the board chair or vice chair proposed to oversee the process at an upcoming meeting. There was also mention of clarifying whether members of joint powers boards should similarly take oaths.
