Granby Faces Critical Sewer System Challenges with Old Generator Ahead of Winter
- Meeting Overview:
The recent Granby Select Board meeting centered around the need to replace an outdated generator critical to the town’s sewer pumping station, a necessity highlighted by potential severe operational issues and financial constraints. The aging generator, originally repurposed from the fire department, is more than 50 years old and poses a significant risk of failure, particularly with the winter months approaching. Concerns were voiced over the possibility of power outages during snowstorms, which could lead to the pump station’s inability to function, causing environmental violations and severe consequences for residents.
The board discussed the financial challenges involved in procuring a new generator. The sewer budget is critically low, lacking retained earnings and certified free cash, which complicates any decision regarding capital expenditures. A proposal was made to allocate $26,000 from existing line items, specifically the maintenance and inflow infiltration monitoring accounts, to purchase a new generator. One board member highlighted the risk of depleting these accounts, warning, “If anything else breaks, it leaves us critically low with low funds in the sewer budget.” Despite these concerns, the consensus was that the replacement was necessary to avoid playing what one member described as “Russian roulette” with the town’s infrastructure.
The urgency of the situation was underscored by recent weather events that had raised alarms among the board members. The potential consequences of a power outage during major holidays, like Thanksgiving, were particularly concerning, given the community’s reliance on the sewer system. The board recognized the necessity of acquiring a new generator before winter and debated the logistics of installation and electrical connections. After considerable discussion, a motion to purchase a Cummins generator using funds from the sewer budget was made, seconded, and voted in favor.
In addition to the generator issue, the board addressed other logistical challenges, such as the auctioning of surplus vehicles set for November 17th. This initiative aims to clear out unnecessary vehicles, creating space and potentially generating some funds. The discussion also included the need to relocate a garage at West Street, which presents its own set of challenges. The board expressed skepticism about moving the garage intact, with one member pointing out, “It’s a big problem,” while recognizing the necessity of the move to meet current space requirements.
Suggestions were made regarding the best methods to relocate the structure without compromising its integrity. The board’s willingness to make immediate financial decisions, despite the risks involved in depleting budget reserves, underscored the urgency of these matters.
Town Administrator Christopher Martin provided updates on other administrative matters, including the closing of the fiscal 25 books. He mentioned that the treasurer was progressing well, with the aim to complete the final month shortly, and noted that the tax collector had submitted subsequent titles. A highlight from the upcoming school committee meeting on November 17th was also discussed, where Martin and a colleague plan to present a Request for Proposals for trash services and address health insurance costs. Martin expressed relief at securing a consultant to provide a free analysis of the town’s health insurance claims, stressing the ongoing challenges faced by the town and surrounding areas.
