Granby School Committee Approves Budget Increase Amid Rising School Choice Applications
- Meeting Overview:
The Granby School Committee meeting focused on the approval of the FY27 school budget, which sees a slight increase, alongside a notable rise in school choice applications. The committee also celebrated the academic achievements of graduating seniors, who gained acceptance into over 100 colleges. The meeting concluded with a discussion on procurement of a new generator and policy development initiatives.
The most notable development was the unanimous approval of the FY27 operating budget, set at $10,559,633, with a total operating budget of $12,638,956 for Granby Public Schools. This budget reflects a minimal 1.29% increase over the previous fiscal year and is designated as a level service budget, aimed at maintaining current staff and services. The chair thanked all parties involved for their efforts in achieving this positive financial outcome for the district, which benefits students, staff, and the community at large. A meeting with town leaders had preceded this decision, where an increase in the school’s allocation was committed to help close the budget gap. Additionally, a partnership with South Hadley was discussed as a means to reduce out-of-district transportation costs, allowing funds to be redirected towards regular operating expenses.
School choice was another topic, with the chair reporting that 49 applications had been submitted. These applications included 35 from South Hadley, five from Chicopee, six from Holyoke, and one each from Amherst, Palmer, and Springfield. The application period remains open until the first week of June, and the chair expressed optimism about filling all available slots, given the favorable number of applicants. The discussion also touched on the absence of applications for the two proposed 12th-grade slots and the need for vigilance in adapting seating arrangements due to changing interest levels and surrounding district uncertainties.
The superintendent highlighted the impressive academic achievements of the graduating seniors, who have been accepted into over 100 colleges despite having only 43 graduates. This achievement is complemented by the awarding of the John and Abigail Adams scholarship to approximately 25% of the graduating class, which is higher than the typical range of 8% to 12%. Scholarship recipients will receive financial credits: $1,575 per year at UMass, about $1,000 at state universities, and approximately $740 for community colleges. The superintendent also noted that several seniors have opted for careers in carpentry and electrical work.
The procurement of a new generator for Granby Junior Senior High School was addressed, with three bids received. A motion was made to authorize a conditional award to Universal Electric Company Incorporated, contingent upon successful contract negotiations. This procurement is part of a broader capital project, which has stayed within the original budget, alleviating concerns about potential cost overruns.
As the fiscal year approaches its end, there might be a need for fund transfers. The finance officer plans to consult with town leadership on the best approach, especially regarding supplemental funds for the generator.
In policy development, a discussion emerged about the CES board’s need for formal policies, as existing policies were ad hoc and related mainly to employee and student handbooks. A member humorously noted their unexpected involvement in the policy development initiative, which aims to establish a formal framework by the fall.
