Granby Select Board Addresses Traffic Safety and Streamlines Licensing Processes
- Meeting Overview:
At the recent Granby Select Board meeting, discussions centered on improving traffic safety at Five Corners and streamlining the town’s licensing processes for food vendors and entertainment. The board also made decisions about a utility pole placement and addressed administrative matters related to departmental reports and minutes.
The most pressing topic of the evening was traffic safety concerns at Five Corners, a problematic intersection in Granby known for frequent accidents. A member of the board described the area as resembling “bumper cars” due to the number of collisions. A previous meeting with the Department of Transportation (DOT) had been unproductive, with the member expressing dissatisfaction over the DOT’s construction decisions, which they felt had merely paved over existing issues without offering a real solution.
In an effort to address these concerns, the board discussed potential temporary traffic control measures, such as installing stanchions or “yellow sticks” to redirect traffic. While acknowledging the challenges these measures might pose during winter months when roads need plowing, the board agreed that trying new methods could be beneficial in reducing accidents. The board emphasized the need for further research into accident statistics and the development of more effective traffic management strategies.
Parallel to the traffic safety discussions, the board addressed inconsistencies in the permitting process for food trucks and vendors. The town administrator reported that a local barbecue truck operator had been mistakenly informed by the Board of Health that he was “all set” to operate, when in fact, essential steps were missing. These included obtaining a common victualler license and passing a fire department inspection. To prevent similar misunderstandings, the board decided to create a checklist to streamline the process across departments. This checklist would also apply to entertainment licenses.
In other business, the board considered a postponed public hearing concerning the placement of a utility pole on West Street. National Grid had requested additional time to coordinate with the landowner on Kell Street, leading the board to agree to continue the hearing at the next scheduled meeting on March 16th. The decision to postpone was made swiftly, with a motion passed without further discussion.
The board also officially introduced Angela Parent as a new dispatcher. Angela shared her background, noting her 25-year experience in the legal field and her long-term residence in Granby. Despite recently moving after selling her house due to personal circumstances, Angela expressed her enthusiasm for her new role. The Chief of Police recommended her immediate appointment.
Further administrative matters included a review of minutes from previous meetings, where corrections were noted. The minutes from January 27th and February 2nd required amendments due to typographical errors, particularly the incorrect spelling of Malloy Construction and individuals’ names. The board emphasized the importance of accurate documentation, especially when contracts were to be established with some of the referenced parties.
The board approved several warrants, including warrant number 052 for $170,532.91, warrant number D 51 for $88,171.26, and warrant 0052s for $311,225.81. These approvals were executed with minimal discussion.
The meeting also touched on upcoming community activities, with a board member sharing their child’s excitement for the spring lacrosse season. As the weather warms, the board anticipated that practice schedules would normalize, contributing to a sense of community engagement.
Additionally, the board discussed the ongoing development of the new town website, which promised improved navigation and user-friendliness. The inclusion of high-quality images from a local resident was noted as a highlight. The board considered the importance of updating content, particularly around application processes for common victualler licenses, to provide clear instructions and necessary steps.
The session concluded with preparations to enter executive session to discuss negotiations with non-union personnel, specifically the current lieutenant. Before this, a suggestion to recess until the town council’s arrival was made, but it was determined that initial discussions could proceed without their presence.
