- Meeting Overview:
The Granby Select Board recently held a meeting addressing a range of topics, with key points including the approval of a new utility pole installation on Carver Street, discussions about the town’s strategy for the allocation of opioid settlement funds, and considerations of various municipal projects and positions. The board approved the installation of a utility pole proposed by National Grid, which was needed to service a new home and drew some concern from residents. Furthermore, the board tackled allocation plans for opioid settlement funds.
One notable matters discussed was the installation of the utility pole on Carver Street. National Grid representative Lisa Jinsky explained the necessity of the pole for providing service to a new residence. After considering the impact on the neighborhood and discussing with residents, the board approved the installation, securing the infrastructure’s development.
Time was also dedicated to the topic of opioid settlement funds. The board deliberated on the best use of these funds, with the potential establishment of a survey, support for veterans with substance abuse issues, and the creation of a needle exchange program among the ideas considered. A community member offered insights into the settlement and recommended forming a committee or coalition to manage the funds effectively. The board showed a genuine willingness to involve community members with experience in dealing with substance abuse, as well as regional providers, in the decision-making process. The intention was to include stakeholders such as police, fire, EMTs, and school nurses, capitalizing on their frontline experience.
Another item was the handling of an open meeting law complaint regarding a finance committee meeting. The board discussed the process for addressing the complaint, underlining the importance of transparency and proper procedure.
The meeting also touched upon the town’s job vacancy for highway superintendent, noting that the position had been open for over a month with only one applicant thus far.
The board was informed about the ongoing application process for the town accountant position and decided to conduct a Zoom interview with the candidate on July 8th. Additionally, the board reviewed responses to the request for proposal for owner’s project manager services, with a subcommittee scheduled to meet with applicants.
A significant portion of the meeting focused on the application process and legal considerations surrounding the industrial gravel mining project LLC construction permit. The board debated the need for proper communication with the applicant and the necessity of having all applicants agree to continue the hearing until a specified date. After some deliberation, the board voted to continue the Gravel Pit meeting.
The Senior Center Council on Aging was also a point of discussion, particularly regarding the attendance at the blood pressure clinic and the need to clarify the nature of maintenance warrants, including the payment of taxes and union dues.
The board engaged in a debate on the memorandum of understanding for annual reports for green communities and energy planning. They discussed prioritizing various services and projects, such as assistance with grant applications, net zero municipal operations, and community-wide greenhouse gas emissions reduction. The potential involvement of the Pioneer Valley Planning Commission was considered for assistance with municipal water grant applications and other clean energy planning expertise.
Lastly, the board deliberated on clean energy initiatives and authorized the signing of a memorandum of understanding with the Pioneer Valley Planning Commission. They also reviewed fiscal year 2025 goals and discussed the finance committee’s recommendations, which included the development of a strategic plan for the town. Updates on municipal water issues and dredging for Duin Pond were given, with some discussions tabled for the next meeting.
