As the meeting progressed, the council turned its attention to the library’s budget proposal for 2026. Amanda St. John, the library director, and Kevin Lavore from the board of trustees presented the proposed budget, which included a 1.24% overall increase. The council unanimously approved the budget, acknowledging the library’s significant role in the community, with half of Cook County residents holding library cards. The budget aimed to incorporate a dedicated programming line item, moving away from reliance on donations to ensure sustainable service delivery.
Another topic at the meeting was the approval of a contract with Arrowhead Animal Rescue Service. This contract, described as “a long time coming,” was passed with minimal debate. This approval marked a continuation of the council’s efforts to formalize service agreements with community partners.
The council also addressed personnel matters, specifically a wage adjustment for the city administrator. The council approved a 6.7% salary increase, aligning the administrator’s compensation to approximately 95% of the market rate.
In other discussions, the council covered the development of a new recreation hall, the preparation of a grant application to fund this project, and updates on the green roof project. The council members also shared insights from a recent League of Minnesota Cities conference, where they engaged with other municipalities to discuss shared challenges and solutions. Notably, the conference featured discussions on civility in public discourse and the importance of pre-established support systems for first responders, which the council members found particularly relevant.
