Alexander reassured the commission that the parking spaces adhered to the regulatory dimensions of 20 feet by 9 feet and emphasized that guests would receive clear instructions to avoid blocking the alleyway, which is important for access but not well-maintained during winter. He also stated that they do not plan to operate the rental during winter, although future operations during that season were not entirely ruled out.
In response to these concerns, the commission discussed the possibility of adding conditions regarding parking management and snow removal responsibilities for winter months. Ultimately, the motion to approve the conditional use request was amended to include a requirement that the owner would be responsible for snow removal should they decide to operate in winter. This motion was seconded and passed unanimously.
Following this, the commission addressed a variance request from the Cook County real estate fund concerning a construction project involving a three-story building. The variance was necessary to accommodate an elevator shaft that would exceed local height restrictions. The required extension was a modest 2 feet 4 inches above the limit, justified by the necessity of having an elevator for the building’s functionality. The commission acknowledged that similar variances had been granted in the past and ultimately approved the request unanimously.
The meeting also featured discussions on improving public communication and engagement. A member advocated for enhanced notification protocols for upcoming projects, proposing that notices be sent as soon as potential projects are identified, even if applications are not finalized. Concerns were raised about the current notification system’s reach, which is limited to a 350-foot radius from the project site. Expanding this radius or sending notices to all residents was suggested as a way to increase community awareness and involvement.
Additionally, the commission considered how public hearings are conducted, emphasizing the need for standardized procedures to ensure consistent and fair opportunities for public input. Suggestions included creating a written procedure for public hearings and incorporating a public comment period at the beginning of meetings to allow residents to voice concerns freely.
