- Meeting Overview:
The Greater New Bedford Regional Technical School Committee convened on August 13, 2024, focusing on the approval and implementation of a comprehensive strategic plan set to span from 2024 to 2028. Superintendent Michael Watson presented the plan, which aims to enhance educational outcomes through multi-tiered support systems, Universal Design for Learning, and equitable access to vocational programs.
Superintendent Watson highlighted the strategic objectives, emphasizing the importance of multi-tiered support systems designed to provide tailored interventions for students at various levels of need. This initiative will require changes in scheduling and resource allocation over the next few years. Another core aspect of the plan is the Universal Design for Learning, aimed at creating flexible learning environments that accommodate diverse student needs. Extensive professional development will be provided to educators to integrate inclusive curriculum design effectively.
The plan also prioritizes equity in Career and Technical Education (CTE) programs. An exploratory model will be assessed in the 2025-2026 academic year to ensure all students have access to these programs. This initiative responds to statewide inquiries about existing practices in vocational schools and aims to establish a more inclusive framework.
The strategic plan’s approval followed a detailed presentation and discussion. A committee member requested clarification on the exploratory CTE model, to which Watson responded by outlining the intention to design a model that is both equitable and accessible. The committee agreed to biannual updates on the plan’s progress.
During the discussion, another committee member commented on the importance of setting high goals, acknowledging the challenges but stressing the need for ambition to inspire staff and benefit students. Watson echoed these sentiments, emphasizing the responsibility to the students who are not present to advocate for their needs. The strategic plan was then unanimously approved by the committee.
In addition to the strategic plan, the committee addressed the enhancement of district communication and community engagement. Using a platform called ThoughtExchange, the committee plans to gather feedback from various stakeholders, including students, staff, parents, and community members, through at least four engagement sessions throughout the year. This platform leverages artificial intelligence to improve survey delivery and data aggregation, allowing individuals to comment and respond to feedback. Superintendent Watson emphasized the importance of accessibility.
The meeting also covered the approval of the 2024-2028 strategic plan’s comprehensive narrative, which outlines the district’s journey and aspirations. The narrative reflects a collaborative effort involving over 25 educators who participated in its development over six months. Key themes include prioritizing student success, adapting to change, embracing new technologies, and committing to ongoing professional development to support educators.
Progress since 2021 was noted, including the restructuring of school leadership, implementation of a one principal model, and enhancements to school operations. Common assessments and tracking software have been introduced to support student learning and achievement standards. The district has also focused on creating a diverse learning environment by integrating culturally responsive lessons and investing in modern infrastructure.
Mental health resources have notably increased, with the school adjustment counseling staff expanding by 250% and the establishment of a new Health Center. The district has doubled student participation in vocational job placements and enhanced partnerships with industry partners to provide real-world job experiences. Communication with families has been strengthened. Tools have been utilized to ensure translation and tailored communication with families, supporting inclusivity in outreach efforts.
The committee also reviewed personnel reports, including early retirement notifications and resignations. The reports were acknowledged and placed on file without opposition. Additionally, a Skills Capital Grant award notification and donations from Sonos Incorporated and Handup US LLC were reviewed and approved as informational items.
A committee member suggested enhancing the public call-in system by providing information in multiple languages, including Spanish and Portuguese, with respective numeric prompts. This suggestion was acknowledged and agreed upon for implementation.
