In another key discussion, Councilor Bolduc raised an inquiry regarding the compliance of digital note-taking with open meeting laws. The council clarified that while handwritten notes remain acceptable, any use of artificial intelligence for note-taking would breach open meeting regulations. The council decided to streamline the process by sending a Word document to the designated secretary for manual typing of notes. This adjustment aims to facilitate the preparation of official documentation while respecting the legal framework governing public meetings.

The meeting also addressed logistical challenges faced by the council in securing hybrid meeting spaces, especially given the limited capacity of existing venues. With the library and city hall rooms accommodating only 25 and 35 people respectively, concerns about public attendance and potential violations of open meeting law were emphasized. The council acknowledged the need for a more accommodating venue to ensure transparency and public participation in future meetings.

A substantial portion of the meeting was dedicated to financial matters. The council approved a $600,000 borrowing from the capital budget for the Inflow and Infiltration (I&I) system, directing it to the Ways and Means Committee for further scrutiny. Additionally, a request to appropriate $75,000 from the stabilization fund to engage CliftonLarsonAllen LLP for cash reconciliation for fiscal year 2025 was forwarded to the same committee. These financial appropriations reflect the council’s ongoing efforts to manage the city’s infrastructure and financial accountability effectively.

The discussion extended to addressing concerns from the Department of Revenue regarding cash reconciliation for fiscal years 2025 and 2026.

Various municipal agreements were reviewed, including a memorandum of agreement (MOA) with City Hall clerical and library employees and another MOA with the Department of Public Works. These agreements were directed to the Ways and Means Committee for further consideration.

On the legislative front, the council approved a state preliminary election warrant for September 1 without committee review. There was also a debate regarding the licensing commission endorsement for a legislative liquor license for Gleason Ventures’ Bear’s Den Bar, with a decision to discuss it further in the EDC.

The council’s agenda planning included scheduling various committee meetings and aligning the timing of city council and sub-committee agendas with open meeting law requirements. A decision was made to distribute agendas on Mondays instead of Fridays.
