- Meeting Overview:
During the recent Gulf Stream Town Commission meeting, significant architectural plans for properties on North Ocean Boulevard were approved. The session included approvals for substantial renovations on North Ocean Boulevard, including a new Anglo Caribbean architectural style, and the addition of an elevator to a historic structure on North Ocean Boulevard. Discussions also covered a water service agreement update, the formation of an ad hoc committee to study massing in the core district, and the extension of the Waste Management contract.
The approved architectural plans for 1315 North Ocean Boulevard proposed extensive changes to the existing house’s structure and landscaping. The architects’ presentation detailed the reconfiguration of the entrance, layout alterations of the garage, enhancements to the pool area, and changes to the landscape to increase privacy. The plans also included the replacement of Australian pines and the addition of new trees. The presentation concluded with a unanimous approval for the North Ocean Boulevard overlay permit, a demolition permit, and a level three architectural site plan without further public comments or questions.
In addition to the property on North Ocean Boulevard, the commission reviewed and unanimously approved plans for 1465 North Ocean Boulevard, represented by GE Architecture. This project involved addressing setback issues on a non-conforming site and included the discreet addition of an elevator to a three-story historic structure. The commission praised the efforts to preserve the historic aspect of the property, and the thorough planning presented, with both motions for the project passing unanimously.
The commission also discussed updates on a water service agreement. Although the city had provided a draft agreement, it was noted that further details were being finalized.
Another matter was the discussion about the new wall facing A1A. The commission debated the height of the vegetation on the wall, with suggestions aiming for 100% coverage to hide the wall completely. The wall project was deemed a “huge improvement” and received no objections from neighbors, signaling the commission’s focus on community aesthetics and resident satisfaction.
Furthermore, the meeting addressed the formation of an ad hoc committee to study massing in the core district. The goal of the committee is to maintain the current atmosphere of the area, and the commission approved its formation. The Town Manager was appointed as the voting delegate for the Palm Beach County League of Cities.
The topic of waste management was also on the agenda, with the commission expressing concern over the significant fee increase proposed by Waste Management. After discussions, a six-month extension of the existing contract was approved while the possibility of negotiating with other providers or reducing trash pickup frequency was considered.
On the topic of community engagement, the commission discussed an upcoming public meeting regarding a construction project, emphasizing efforts to keep residents informed through a dedicated website and a 24-hour hotline. Additionally, the commission recognized a town clerk for achieving the Paul Craig Athenian fellow recognition.
The commission also revisited the fee schedule for construction projects, debating whether to adjust fees to compensate for staff time and review of applications.
