Gulf Stream Planning Board Discusses Artificial Turf and Massing Issues

The proposed turf area, which was 107 square feet, was to be completely shielded from view by walls or plantings. During the discussion, board members considered the necessity of a three-foot setback for artificial turf, questioning its logic since the material is not a structure but rather a form of ground cover. The Board eventually approved the application with the condition that it meets the town’s design criteria, including drainage and material specifications, and adheres to the setback requirement unless a variance is sought.
The discussion on artificial turf also touched upon the application fee for such projects, which currently stands at $1,000 for a relatively small area. This led to considerations of adjusting the fee to better reflect the project’s scope and to possibly allow staff-level approval for future similar applications. The matter will be brought before the Town Commission with the possibility of retroactive fee adjustments for applicants.
Beyond individual property concerns, the meeting also focused on the broader issue of building massing within the Core District. The newly formed ad-hoc committee is set to explore this issue. The committee is in the process of defining its scope and timetable but plans to meet regularly to reach actionable conclusions. To inform their work, the committee is looking into consulting with experts in urban design and planning, both locally and from similar communities like the Village of Southampton, which is dealing with comparable challenges.
