- Meeting Overview:
In a recent Hackensack City Council meeting, discussions were heavily focused on the 2024 Municipal budget, which proposed a 5.3% spending increase to $128,590,000. The budget was a central topic due to the significant rise in health benefits and insurance costs by $7.3 million, prompting city officials to make cuts elsewhere without reducing services. The tax levy is set to increase by 3.1%. This tax adjustment is a strategic response to balance the budget while addressing increased expenses, particularly in health benefits, which have been a key driver in the budget’s formulation.
The council highlighted the complexities of the budget, acknowledging the impact of inflation and rising costs on financial planning. Efforts to maintain city services without layoffs or program cuts were emphasized, with the finance committee and department heads receiving recognition for their work. The health benefits program was discussed at length, with the city exploring different strategies to control costs, including negotiating new health plans and considering a Medicare Advantage plan for retirees.
Among the other topics, the Serenity Garden at Sty Park garnered attention, with residents and members of the environmental commission expressing their support for the project. The development of the Serenity Garden is an evolution from previous proposals for the area, and the council discussed reallocating funds initially intended for a pocket park towards this initiative. Concerns about additional expenses and the necessity of grant funding were brought up, as well as the need to negotiate with the Department of Environmental Protection for necessary permits.
The city’s infrastructure and community improvement projects were also at the forefront, with updates on the Anderson Street project and other stormwater management efforts. The city engineer reported on the completion of the CCTV program and the status of retention pipes at Carver Park. Furthermore, the council discussed the Johnson Park project, specifically addressing the appropriate field markings for sports to ensure equal access for football and soccer.
Another matter was the ordinance to increase monthly parking fees, which included considerations for electric vehicle charging stations and potential enforcement challenges. The council members talked about the need for proactive engagement with relevant agencies and seeking additional opinions on engineering and construction aspects.
Public safety was a recurring theme throughout the meeting, with residents voicing concerns about speeding and effective traffic calming measures. Suggestions included the installation of digital signs, speed humps, and unmarked cars for speed enforcement. Pedestrian safety was also addressed, as the council mentioned an awarded grant for a project aimed at improving crosswalks and reducing vehicle speeds.
In addition to budgeting and public safety, the meeting covered community engagement efforts. The City Manager updated the council on upcoming events, such as the “slam dunk the junk” event, community garden registration, and the Recreation Department’s summer camp. The council also recognized Education and Sharing Day and honored Mayor John P. Labrosse Jr. as the recipient of Hackensack’s Unico National Citizen of the Year award.
Legislative decisions included the adoption of an ordinance amending the city’s redevelopment plan for Main Street and another addressing tree removal procedures. A contract award for the Clay Street improvement project was also discussed.
