- Meeting Overview:
The Hainesport Town Council meeting on August 13, 2024, tackled a range of community issues, with the most debate centering on a proposed easement through Creek Turn Park. Residents and council members expressed strong opinions on environmental and development concerns, alongside discussions on local governance and community initiatives.
A proposed easement through Creek Turn Park emerged as a matter of substantial debate. A resident representing the environmental commission voiced staunch opposition, arguing that the easement would detrimentally impact both the environment and the community. They emphasized that the existing forest within the park effectively manages stormwater, contrasting this with the developer’s plan, which they critiqued for lacking adequate open space and recreational facilities.
The resident underscored the ecological risks, noting that clear-cutting sections of the forest for a stormwater pipe would destroy mature trees and make the area vulnerable to invasive species. They disputed the developer’s claim of providing a beneficial access road to the park. Ultimately, they asserted that Creek Turn Park should remain undisturbed, belonging to the residents of Hainesport rather than developers.
Following this, another resident, Samantha Loveman, echoed these concerns, questioning the fairness in the allocation of affordable housing units between different developments. She suggested profit motives might influence such decisions and supported opposition to the easement.
In contrast, Jeff Noble, a long-time resident, praised the local state police for their prompt and compassionate responses to community incidents and commended the council for their efforts in organizing the town’s 100-year celebration. This highlighted a significant and proud occasion for Hainesport, showing community cohesion despite differing opinions on development issues.
The council’s discussion on the easement revealed divided opinions among its members. One council member voiced strong opposition, arguing that the project seemed rushed and advocating for more time to explore alternatives, such as modifying the housing units to single-family residences, which might eliminate the need for the stormwater overflow pipe. Another council member clarified that the New Jersey Environmental Protection Agency had approved the developer’s efforts and reassured residents that the township would not bear financial responsibility for the stormwater pipe.
The meeting continued with other topics, including the introduction of Ordinance 2024-12 concerning stormwater control for major developments and Ordinance 2024-25 related to tree removal and replacement. Both ordinances were set for public hearings on September 10, following minor text corrections and council motions to accept them.
A resolution to authorize an escrow agreement with CA Real Estate Company was discussed extensively. This agreement would allow the developer to engage in informal discussions with the township about the redevelopment plan for a large parcel of commercial land on Route 38. The council clarified that this arrangement would shift costs to the developer. The resolution was eventually accepted following a motion and second.
Public comments also highlighted community concerns. A resident named Kitty raised issues about the lack of cooling centers during extreme heat, questioning why the air-conditioned street building remained closed to residents without air conditioning. She also addressed parking issues on her street and expressed frustration over the removal of a container for collecting items for troops, contrasting it with a similar initiative for animals that was still allowed.
Additionally, the council discussed the transition within the town clerk’s office, with the clerk set to begin municipal clerk certification courses and the departure of a retiring staff member. This transition is seen as essential for maintaining office efficiency. The tax collector reported a busy period with third-quarter tax collections.
The meeting also included congratulations to Jag Physical Therapy on their new premises and an update from the Green Team on their Sustainable Jersey certification application. The digitization of town documents was noted as a significant advancement in modernization efforts.
Community activities were touched upon, with recent concerts affected by weather conditions and upcoming events announced, including a final concert and a movie night. Merchandise sales were planned to promote community spirit.
