- Meeting Overview:
During the recent Halifax Board of Health meeting, members discussed the prospect of a budget increase for fiscal year 2026 due to mandatory environmental testing at the Hemlock Lane landfill. This testing, required by recent state directives, could cost the town approximately $9,500 annually, prompting discussions on how to manage these expenses within the town’s budget.
The board was informed about the necessity of testing for per-and polyfluoroalkyl substances (PFAS) at the landfill, a requirement that falls under the Board of Health’s jurisdiction. Although the cost estimate stands at $9,500, there is some flexibility as the town can solicit bids from various companies. The board is considering exploring different vendors to potentially reduce costs. A new conservation agent, with relevant expertise, may assist in this process, potentially leading to cost savings by utilizing existing test sites rather than creating new ones.
Additionally, the board addressed the increase in water testing costs at Beach Pond. Historically, the town required two water samples annually at $5 each; however, the cost has risen to $50 per sample. To mitigate this financial impact, the board decided to reduce the number of required samples to one per year, while still mandating an annual Title 5 report. This decision saves property owners $50 annually.
The meeting also included ratification of several disposal works permits and approvals of local upgrades for septic systems, which are routine responsibilities of the board aimed at ensuring compliance with Title 5 regulations. These approvals facilitate necessary repairs and installations while maintaining environmental safety standards.
Finally, the board briefly touched on public health awareness for the upcoming Thanksgiving holiday, emphasizing the importance of food safety measures to prevent illnesses such as salmonella. They encouraged residents to visit the town’s website for guidelines on safe turkey preparation.
