Audience members raised questions about the project’s expansion of bedrooms within 200 feet of the water, highlighting the sensitivity of the site’s proximity to wetlands. Despite these concerns, the Commission moved forward with approving the plan, emphasizing the importance of stormwater management in the project’s execution.
Another project on Montpon Street, which invoked considerable discussion, involved the presentation of a site plan that included public components such as pickleball courts and a senior center. A wetland scientist presented a turtle protection plan, which was a central part of the conversation, aimed at safeguarding Eastern Box Turtles during construction. The plan proposed measures to cordon off the construction site and conduct regular turtle sweeps.
Further discussions on the environmental front included the exclusion zone for turtle protection at the same 265 Montpon Street development. The Commission emphasized the importance of conducting searches for turtles before any ground-disturbing work and maintaining an exclusion barrier until a specified date, around September 15th. The establishment of a work limit and sedimentation control at the perimeter also came under scrutiny.
The stormwater management presentation for a different project, represented by Josh White from JD Civil, included a plan for grading, drainage, and the treatment of stormwater runoff from various areas of the site. Notably, the Commission discussed a Wetland replication area from a previous development that had not been completed. The suggestion was made for the developer to submit a request for a certificate of compliance, acknowledging the unfulfilled conditions from an expired order while incorporating the resolution into the current project’s approval process.
In terms of procedural matters, the Commission contended with a miscommunication issue regarding the advertisement of a hearing for a property on Moner Street. It was determined that the process needed to restart, adhering to Section 6 of the Halifax stormwater management regulations.
The Commission also deliberated on the submission process for applications, debating when to seek comments from other boards and committees. A decision on this matter was deferred to the next meeting.
The meeting’s agenda extended to discussions on tree removal and classification, specifically addressing a property where the Commission aimed to identify the number and type of trees to be removed. The Commission debated the measurement of the tree calipers and considered issuing a negative determination with conditions, allowing tree removal under specified circumstances.
Addressing community concerns, the Commission discussed water flow issues and road maintenance for properties on River Street and Plymouth Street. The repaving of Route 106 was mentioned as an opportunity to resolve water flow problems in the area.
Lastly, the Commission engaged in a debate on the necessity of peer reviews for notice of intent and stormwater management applications, considering automatic initiation for such reviews with possible exemptions for smaller projects.
