The property’s history of land clearing ceased in June 2021, and while it had achieved site plan approval for an addition, the commission’s attention was now focused on the new tenant and the subsequent site plan review application that would be filed. The commission scrutinized the stormwater control measures and discussed the potential violation of the commission’s regulations under the stormwater bylaw. The attorney reassured that a preliminary plan, in line with the commission’s stormwater regulation, was being developed to mitigate the runoff problems. The commission’s concern extended to the watershed across the street, and the attorney was prompted to provide an estimate on the plan’s submission, which was forthcoming pending the engineer’s schedule.
Additionally, the meeting addressed a complaint regarding equipment and sand near a wetland on Mon Ponet Street. The presence of the materials raised questions as they did not align with the commission’s initial understanding of the permitted work. The commission decided to conduct a site visit to acquire more information for a well-informed decision.
The matter of illegal dumping on Fuller Street emerged, but it was found to be outside of Halifax’s jurisdiction, being on the HX Clinton line. The commission also revisited an issue of trash and junk accumulation on Ponet Street. Though a certified letter was voted to be sent previously, it had not been dispatched. The commission opted to delay action until the next meeting.
Further, the commission discussed the potential ecological impact of a proposed development on Pastor Lane within the 100-foot buffer zone around wetlands. The commission underscored the need for plans to determine the implications on the area’s hydrology.
The commission considered a talent bank form submitted by Alan Diaz, an excavating contractor with extensive experience in stormwater management and soil expertise. Diaz’s application to join the board was met with inquiries regarding conflicts of interest and his environmental conservation stance. Diaz supported the existing 100-foot buffer zone policy and was ultimately recommended by the commission to the selectmen for board membership.
The meeting also touched upon routine matters such as a suggestion to include follow-up old business in future agendas and the possibility of adding public comments to the agenda. Technical difficulties with the audio system intermittently disrupted the proceedings, causing some challenges in communication among members.
