Commission members underscored the importance of filing a notice of intent and discussed potential fee waivers for the involved parties to facilitate the project’s progression.
In addition to the beach erosion project, the Commission turned its attention to the issue of water runoff from Route 106 onto a residential driveway, which has prompted concerns about clearer communication and swifter action from the highway department. This topic, which has been a recurring issue, was accompanied by broader discussions on property owners’ responsibilities for maintaining catch basins and the potential for reaching out to businesses to ensure compliance. The possibility of imposing fines for non-compliance was also considered, emphasizing the Commission’s role in enforcing environmental regulations.
The Commission addressed several property-related incidents, including an ongoing investigation on Linging Street, which remained unspecified in detail. Progress was noted on Bonset Street concerning excavator equipment and a sand pile, and a complaint about trash accumulation on On Street was also brought up. The latter case prompted debate over the urgency for action given the property owner’s delayed response, and the idea of conducting a site visit to the property before the next meeting was floated.
Another environmental concern that took center stage involved discussions about a property’s plans to construct a road that would affect wetlands. The commission’s inquiry centered on the potential impact on the wetlands and nearby river, with specific attention to turtle protection and the risk of flooding. A resident’s presentation, which included photographs of water drainage issues in the area, drew attention to clogged drainage basins in nearby parking lots and prompted debates over maintenance responsibilities and the effectiveness of water management solutions.
Additionally, the Commission dealt with a request from Michael Patzy to build a new deck on S Old Ocean Avenue. Despite assurances from the applicant about the deck’s minimal environmental impact, the proximity to water led some members to demand a more review process, culminating in advice for the applicant to file a notice of intent.
Further discussions included a notice of intent regarding Hill the Lane, where plans for paving and subdivision were met with concerns about water runoff and impact on neighboring properties. The applicant, Joe Web, sought to allay concerns by detailing proposed drainage solutions and stormwater management plans. However, the commission stressed the importance of a peer review process, especially in light of worries about the impact of impervious surfaces and National Heritage conditions.
The meeting also touched upon community issues, such as a resident’s concerns about uncollected trash and how community preservation funds might be used to resolve this issue. Utility pole replacement and upcoming maintenance work were briefly reviewed, with the Commission also receiving a request for an easel to be included in the budget for future meetings.
