Halifax Conservation Commission Advances Site Plan Review and Discusses Speed Limit Reduction
- Meeting Overview:
The Halifax Conservation Commission meeting on August 1, 2024, addressed updates on site plan reviews and considered the potential impact of reducing the local speed limit to enhance road safety.
A primary focus of the meeting was the site plan review application for a property on Plymouth Street, presented by Arnold Vera from Webby Engineering. This application had previously been discussed, with requests for additional information about the project’s visual appearance and confirmation of review by the Conservation Commission. Although the Conservation Commission had approved the project, Vera confirmed the need to coordinate with the Historical Society for further filings, as their meetings are infrequent. The motion to continue the application to September 5, 2024, passed unanimously, allowing time for these necessary engagements.
Following this, the discussion moved to application 24-246 for a property on Ponset Street. The applicant, identified as Dave, provided updates on compliance with fire and police department requirements. Fire Chief Witham had expressed concerns about the width of an access lane behind building two, initially set at 16 feet but later widened to 20 feet to accommodate fire trucks. The material for this lane was designed to allow grass growth while being sturdy enough for emergency vehicles, satisfying Chief Witham’s requirements.
The applicant also discussed coordination with Chief Chavez regarding traffic safety. Updated plans were sent to Chavez, who, as the chair of the Traffic Safety Committee, obtained feedback from other members. The committee approved the proposed pedestrian enhancements, including a crosswalk, but recommended an additional flashing crosswalk sign to improve visibility for northbound traffic, especially due to the road’s curvature. These changes were deemed critical for pedestrian safety, considering the area’s speed limits.
Additionally, stormwater permit processes with the Conservation Commission were reviewed, with updated plans circulated to various departments. The fire chief had requested repositioning fire hydrants. Concerns about snow removal and maintenance of access lanes during winter were also discussed, with the applicant assuring adherence to standard procedures.
The board reviewed the order of conditions related to conservation approvals, including closing an old order to prevent overlapping. The new conditions were expected to be finalized soon, with the Commission signing off in an upcoming meeting.
Another topic was the proposed reduction of the speed limit to 25 mph starting at Parsons. Implementing the reduced speed limit would involve bureaucratic steps, as the town’s mandatory limit is 30 mph unless studies justify a decrease. Previous construction activities had damaged signage, affecting the speed limit discussions.
The Commission also addressed comments from a participant named Pat concerning applications 265 and Mon Pont Street. These included requirements for a building permit for retaining walls over four feet, a disposal system construction permit from the Board of Health, and a stormwater permit. Concerns were raised about the lack of communication from the Highway Department, leading to procedural confusion. The board expressed the need for timely feedback from all relevant departments to streamline the conservation process.
A motion was made to continue the hearing for these applications until August 15, pending conservation sign-off. The motion passed unanimously, extending the site plan application timeline to ensure all necessary approvals. Subsequent motions to continue the hearing and adjourn the meeting also passed unanimously, concluding the discussions without new business.
