- Meeting Overview:
The Halifax Conservation Commission convened on July 23, 2024, addressing a range of environmental issues from stormwater management to the restoration of natural habitats. Among the topics discussed were the management of a stormwater permit application for a property on P Street, with input from the Fire and Highway Departments, and the potential chemical contamination from an Unexploded Ordnance (UXO) survey on River Street. Additionally, the commission explored the implementation of a front country trail and Greenway, a century-old idea coming to fruition.
The commission’s meeting delved into the stormwater permit application for a property on P Street, where modifications to the site’s drainage plans were made to address concerns about potential flooding raised by the Highway Department. The Fire Department’s commentary on the need for a ladder of sufficient length and a strategically placed hydrant were also addressed. The revised plans included changes to the water runoff in front of the building, with no adjustments to the side of the building. A public hearing was scheduled to discuss the application and address any public concerns.
In a separate but equally significant matter, the commission discussed an application for a UXO survey on River Street. The cleanup of ammunition from the 1940s and 1950s prompted discussions on potential chemical contamination and its effects on water runoff into nearby rivers. Public safety, protocols for handling explosives, and the roles of various authorities were key points of concern.
The commission’s agenda also featured the long-anticipated front country trail and Greenway project, highlighting its anticipated benefits to regional quality of life and environmental quality. The trail has been in the pipeline for a century and its realization was met with a discussion on the importance of the project.
Further discussions included the debate on the details of the stormwater management plan for a property on Monon Street and 266. The commission emphasized the completeness of the application and the need to proceed with the public notification process. The approval of the notice of intent for SE 171 0578 with standard and special order conditions was motioned.
The meeting also revisited ongoing issues, such as the management of 265 Street and Col Road. For 265 Street, the commission discussed a previous order of conditions from 2015 and the need for a new order to cover the interim period. The landowner’s plans to maintain a distance from the 50-foot buffer zone behind the garage were confirmed, with the commission agreeing to the placement of an orange snow fence as a temporary marker and considering a permanent fence to ensure compliance.
The case of 105 Col Road presented a complex scenario where the landowner expressed a willingness to restore a disturbed area but faced the commission’s deliberation on whether to permit work within the 50-foot buffer zone or to expand the no-touch area. The commission contemplated options such as installing a post and rail fence and requiring a bond for restoration, with a two-year monitoring period being part of the terms. The discussion on this matter was continued to the next meeting on August 13.
The commission’s role in ensuring environmental compliance was further underscored by the planned appointment of a peer review consultant. A local resident with extensive experience in environmental compliance was considered for this position.
