The meeting also addressed the integration of a mixed unit contract with preceding memorandums of agreement. This procedural step required board approval, which was granted unanimously, allowing the contract to proceed with signatures.
A joint session with the Zoning Bylaw Review Committee focused on proposed zoning amendments, particularly those related to MBTA zoning changes. The urgency of these amendments was acknowledged, with consensus to address them separately from other zoning issues at a special town meeting in December. Discussions revealed high emotions surrounding the MBTA zoning amendments, with recommendations to remove certain provisions to facilitate a more constructive dialogue.
Another topic was the proposal to revise zoning related to the MBTA 3A initiative. A motion was made to remove the 10% affordable housing requirement from the zoning plan, which was supported by a majority vote. The decision was made amid concerns about the potential confusion surrounding affordable housing and the 40B law. Maintaining the mixed-use provision was seen as beneficial for business opportunities and local growth.
The meeting also included presentations from two local Eagle Scouts, Aiden Mary and Shane Deany. Aiden proposed replacing the police station sign, while Shane suggested replacing deteriorating benches near a playground. Both projects received unanimous approval from the board, highlighting community involvement and support for local initiatives.
Additionally, the board accepted a $10,000 donation from McDonald Industries for the “Holidays in Halifax” celebration, emphasizing community engagement and support. The board also approved the scheduling of their next meeting on November 6th, rescheduling from Election Day to avoid conflicts.
Other administrative matters included approval of budget memos, revised bylaws, and meeting minutes. The board noted a $50,000 grant from the Department of Energy Resources for electrification feasibility studies at Halifax Elementary School, potentially paving the way for additional funding opportunities.
