Halifax Moves Forward with Mental Health Initiative Despite Financial Concerns

In the same session, a motion was made to allocate opioid abatement funds to support the startup costs for the regional clinician position. Additionally, the town administrator was designated as the signing authority for the intermunicipal agreement.
Another major focus of the meeting was the appointments to the override study committee. Samantha Cox and Mark Dylan were appointed unanimously, bringing their experience and willingness to communicate town decisions clearly to the community. The committee’s purpose is to inform residents about the need for a financial override and its potential impacts, with an emphasis on balanced viewpoints to ensure inclusive decision-making. Tara Nelo, although not present, was appointed due to her involvement with the Parent-Teacher Organization, which was seen as beneficial for representing families with school-age children.
The board addressed the logistical and financial aspects of acquiring a modular office trailer for the clinician program. Originally estimated at $66,000, the cost was to be split equally between Halifax and Kingston. The trailer is intended to provide a soft interview room for sensitive cases, with the clinician working closely with school guidance counselors across Silver Lake communities.
In addition to these discussions, the board considered several community initiatives. A proposal for a memorial brick in honor of Mr. Dick Bay Ram, a beloved local educator, was unanimously approved. The brick will be installed outside Halifax Elementary School as a tribute to his 31-year tenure and contributions to the community.
The board also approved a one-day liquor license for a holiday shopping event on Plymouth Street, coinciding with “Holidays in Halifax.” This event aims to boost local business engagement through the provision of beer, wine, and sampling by a local brewery and winery.
As the meeting concluded, there was a call for talent bank forms for the Americans with Disabilities Act (ADA) commission. The necessity of community involvement was emphasized, with a submission deadline set for mid-January.
