Halifax Selectmen Approve New Building Department Fees
- Meeting Overview:
In an effort to streamline costs and improve efficiency, the Halifax Board of Selectmen approved a new fee schedule for the building department, prioritizing a more equitable structure and addressing the need for cost coverage. The newly adopted fees will affect building permits, gas and plumbing, and electrical work, with specific attention to commercial permits and solar panel installations, becoming effective July 1st.
The finance committee had initiated a review to compare Halifax’s building department fees with those of similar communities, leading to the proposal for fee adjustments. The building commissioner presented a thorough analysis of the proposed changes, which aimed to simplify the fee structure while ensuring fairness in cost distribution. The adjustments included a moderate increase in fees, with the board expressing a particular interest in raising the fees for commercial permits and the installation of solar panels.
The meeting also touched on infrastructure improvements, with the board approving the installation of a new electrical pole by Mass Electric Company and Verizon New England Inc. The new pole, to be placed on Home Street, is designed to house a recloser for enhanced grid protection.
In addition to infrastructure, the Selectmen addressed the town’s annual festivities by approving a contract with Ocean State Pyrotechnics for the Halifax fireworks display scheduled for June 29th, 2024. The event’s preparations are now officially underway, with a contingency plan for a rain date set for June 30th.
These included ambulance service commitments and fire department-requested abatements. Moreover, the board addressed an increase in the cost of services for the water treatment facilities project, amounting to $31,500. This change of scope in the project necessitated a review and subsequent approval by the board.
An act of community generosity was highlighted as the highway surveyor reported a salt donation from J McKinnon Company. The board decided to express their gratitude formally through a thank-you letter, recognizing the contribution to the town’s winter road maintenance.
The meeting also featured discussions on town representation and volunteerism, with the reappointment of Barbara Curtis as the town’s representative to Old Colony Elder Services. Additionally, the board approved road opening permits for EverSource to proceed with gas line work at two locations, pending Conservation Commission approval.
Controversy arose during the appointment of a new member to the Conservation Commission. Alan Diaz faced scrutiny over an alleged conflict of interest, as voiced in an email from a community member and discussed during the meeting. Diaz countered the allegations, asserting that appropriate authorities had vetted him and that he was adept at managing any potential conflicts. The board carefully considered the concerns alongside Diaz’s rebuttal before proceeding.
Further discussions included the consideration of Alan Palmer’s appointment as a representative to the AIF restoration committee.
The meeting concluded with a debate over a letter from a representative regarding a legislative issue. Some board members expressed dissatisfaction with the response and called for more assertive action to address community concerns.
