Hamilton Council Suspends Landlord License Over Severe Housing Violations at East State Street Property
- Meeting Overview:
During the recent Hamilton Township Council meeting, the council took decisive action against a landlord accused of severe housing violations at a multi-unit property on East State Street. The council voted unanimously to suspend Jean Alexis’s landlord license for 90 days due to egregious safety violations, ongoing non-compliance, and unauthorized occupancy. The council also discussed plans for an inclusive playground, a cannabis dispensary application, and approved various resolutions to improve township infrastructure and community services.
0:00In a detailed account of the situation surrounding the East State Street property, the township attorney presented evidence of multiple violations, including failure to obtain a Certificate of Occupancy (CO) for the property’s floors and the illegal occupancy of a basement area. The property had been boarded up twice, declared unfit for human habitation, yet tenants, including children, continued to reside there. Reports of unsafe living conditions, including the lack of essential safety equipment like smoke and carbon monoxide detectors, compounded the council’s concerns. The property was the scene of a stabbing incident involving a resident on December 1, 2024, further highlighting the need for intervention.
Director of Community Economic Development Fred Dumont testified about the unsafe conditions he observed, noting the property was unfit for occupancy. Chief Housing Inspector Richard Merger recounted his attempts to inspect the property, noting Alexis’s repeated cancellation of inspections. Evidence from police body cam footage, depicting hazardous conditions, was submitted, showing the precarious state of the property, including exposed electrical wiring and lack of functional facilities.
16:34Council members expressed their frustration with Alexis’s history of non-compliance and the risks posed to tenant safety. Alexis, when given a chance to respond, claimed a personal connection to the property and expressed frustration over being locked out. However, the council attorney stressed the need for Alexis to follow proper procedures to make necessary repairs.
36:05The council’s decision stipulates that Alexis must reapply for landlord registration after the suspension and comply with all safety standards before leasing any units. The property will remain boarded up.
55:08In other developments, the council discussed plans for a new inclusive playground at Swil Park, funded by a $750,000 grant. This project aims to provide recreational opportunities for children with disabilities. After a public hearing, the resolution for the playground was passed unanimously.
The council also reviewed a resolution supporting the application of JSN TULSI LLC for a Class 5 cannabis retail dispensary license on Sloan Avenue. Representatives from the Sweet Spot dispensary assured compliance and community engagement, detailing plans for interior updates and meeting parking requirements. The resolution passed without public opposition.
0:00Further, the council approved a consent agenda involving various community improvements, including roadway and sidewalk enhancements, and the repurposing of the old convent at Our Lady of Sorrows into affordable senior apartments. The planning board will conduct a preliminary investigation to determine the area’s redevelopment needs.
36:05The council recognized several proclamations, including Teen Dating Violence Awareness and Prevention Month, American Heart Month, and Black History Month, urging community involvement and awareness on these vital issues.
