Hamilton Town Council Discusses Bridge Replacement, Landfill Closure, and Welcomes New Member
- Meeting Overview:
The Hamilton Town Council held a meeting to discuss multiple key projects, including the replacement of the Route 4050 bridge and the closure of a local landfill, while also welcoming Dr. Jerry Nelson as a new committee member. These discussions were vital for future community enhancements and infrastructure improvements.
01:16The meeting’s primary focus was a detailed presentation by the New Jersey Department of Transportation (NJ DOT) on the Route 4050 bridge replacement over Great Egg Harbor. Brian Garbz, representing Dubberry Engineers, presented the project’s timeline, which is still in its conceptual phase with construction anticipated between 2031 and 2033. This project aims to replace the existing 74-foot bridge with a new single-span design while making significant improvements to the surrounding area. A major concern addressed was the tight right-hand turn from Route 40 and onto River Drive. The plan includes shifting the curb line to improve the turn radius and constructing a retaining wall along Maze Landing Marina to accommodate the changes without affecting marina operations.
11:53Garbz explained that throughout the construction, both traffic lanes would remain open, acknowledging the area’s congestion issues. The design will maintain the current roadway elevation to ensure smooth navigation for recreational boats. A temporary pedestrian bridge is planned during construction to ensure safe passage and maintain utility services. Garbz highlighted the importance of public involvement in the project’s early phases and assured that issues like boat traffic and the potential for a permanent pedestrian bridge would be considered.
13:55The landfill redevelopment project was another significant agenda item, with presenters Jeff Dy and Brian Amelius updating the council on the landfill closure’s progress. The project involves closing the landfill with a permeable cap and then developing a community solar project with a planned capacity of approximately 5 megawatts. Atlantic City Electric has confirmed sufficient capacity to accommodate this solar array. The Pinelands Commission has approved the landfill closure plan, which includes a redesign to incorporate a flight corridor for the red-headed woodpecker.
Groundwater conditions around the landfill have been thoroughly investigated, with only minor impacts reported. Monitoring wells have been properly abandoned to prevent damage during redevelopment, with plans for continued monitoring for at least 30 years post-closure.
28:22In a notable personnel update, Dr. Jerry Nelson was sworn in as a new committee member, filling the vacancy left by the resignation of Robert Laws. Dr. Nelson’s appointment was unanimously approved, and his previous experience on the Hamilton Township School Board was highlighted. His swearing-in was conducted by Commissioner Amy Gatau, who also expressed condolences for the passing of Dr. Buyers, acknowledging his contributions to the community.
33:39The council also addressed the 2025 municipal budget, which was passed unanimously after a public hearing where no comments were made. The budget’s adoption reflects a continued focus on financial stability and resource allocation for community projects.
42:27Another change discussed was the proposal to amend the hours of operation for liquor-licensed businesses in Hamilton, reducing closing times from 4 a.m. to 2 a.m. This change aims to align with state regulations and public health considerations and was introduced without opposition.
44:07The meeting covered various resolutions related to the Safe Streets Transit Program, specifically approving bid changes for a sidewalk project and an ambulance remount purchase. These resolutions were passed with acknowledgment of their financial implications.
47:04The council accepted John Applicate’s resignation from the Historic Preservation Commission, appointing Carol Picket Young as his replacement.
59:06Public comments concluded the meeting, with expressions of gratitude for Bobby Laws’ service and congratulations to Dr. Nelson on his new role. The council then entered an executive session to discuss the chief of police promotional process, resulting in the appointment of Anthony Alcott as chief of police upon returning to open session.
