- Meeting Overview:
At the Hamilton Township Committee meeting on June 3rd, 2024, a portion of the discussion revolved around the proposition of a cannabis retail facility, focusing on its security measures, site redevelopment, and operational procedures. While the council engaged in several topics, the detailed presentation by Casaer, the applicant for the retail cannabis license, stood out as the most newsworthy item due to the comprehensive nature of the proposed plans and the community’s vested interest in local development and safety protocols.
Casaer’s presentation, led by operator and founder James Tor Jr., provided an extensive overview of the company’s intentions for the facility, emphasizing the experience in the cannabis industry and a commitment to complying with the township’s safety and zoning regulations. The security plan, delineated by security expert Jason Chulo, proposed a robust system including exterior and interior cameras, remote guarding, and a two-way talk down device. This system is designed to use analytics and artificial intelligence for advanced intruder detection and has the capability to promptly notify law enforcement if necessary. Chulo elaborated on the security protocols for critical areas within the establishment, such as the office, vault, hallway, and sales floor, which would require electronic access control via fobs or key cards.
Further discussions pertained to the redevelopment of the proposed site, which involved demolishing an existing building to make way for additional parking space. Addressing the challenges of the relatively small lot size, the site plan aimed to align with local parking and loading ordinances. The plan also promised new green spaces and formalized paving to enhance the property’s aesthetic and functional appeal. A professional engineer and planner specializing in land development brought forward the specifics of the site plan, focusing on the 2200 square foot building footprint that would incorporate a second-floor storage and office space, designated solely for cannabis operations.
Insights from experiences at other cannabis facilities were shared, highlighting variations in customer behavior and the necessity for security measures.
In addition to the cannabis facility discussions, the meeting encompassed other significant items. The council recognized the service of William “Bill” Smith to the senior citizens advisory committee since 2015, with Smith expressing his gratitude and encouraging community participation. The committee also handled administrative matters, including a revision of the total amount on the bills list from $554,859.3 to $753,000, which was passed unanimously.
The committee’s proceedings included the endorsement and execution of an escrow agreement, with commendations given to a party involved for their professionalism. A damaged sign board was set to be replaced, and there was a brief deliberation over a grant application’s dollar figure. The resignation of a committee member was formally accepted, and reports from the Township committee were delivered, which included a nod to a local World War II veteran, Uncle Tim, who was to be featured on national news for the D-Day 80th anniversary.
The meeting also allowed for public comments, which included an inquiry about the possibility of a fence in a high-traffic area. It was confirmed that such a fence already existed. Acknowledgment of Memorial Day and veterans was a recurring theme, with emotional moments and expressions of gratitude shaping the tenor of the meeting.
