- Meeting Overview:
The Hampden Board of Selectmen met recently to discuss financial challenges, including a projected 8.5% increase in the average single-family tax bill due to rising property values and budget adjustments. The meeting also addressed ongoing infrastructure projects, public safety concerns, and procedural updates for upcoming town meetings.
The central topic of discussion was the anticipated tax rate hike, which sparked a debate among board members. The projected tax increase of 8.5% for single-family homes was attributed to rising residential property values, which have increased by around 11%. This has shifted the tax burden onto residents, as commercial property taxes have not risen proportionately. This disparity in property valuation has caused confusion, with one member expressing difficulty in reconciling the 8.5% tax increase with the town’s budget changes. Another member noted that the overall tax levy had increased by 5.3%, excluding new growth.
The financial discussions also highlighted the impact of the ongoing water project on the town’s budget. While $650,000 was allocated from stabilization funds to support the project, an additional $450,000 was factored into the tax rate, contributing to the tax increase. Concerns were raised about the long-term financial obligations resulting from the project, with projections suggesting it would take a decade to repay at the current funding rate. The board engaged in discussions about the need for accurate financial forecasting and clear communication to residents regarding budget impacts and tax implications.
Public safety and infrastructure were also topics during the meeting. The Chief of Police reported on department staffing challenges, including the resignation of a Reserve officer and another on medical leave, which has strained full-time staff. The Chief proposed enhanced training opportunities for officers, particularly in active shooter scenarios, in collaboration with the Fire Department. However, this training, although beneficial, would incur additional costs. The department’s cruisers, nearing 70,000 miles, were also discussed, with potential replacements considered necessary.
The Water Commission provided updates on the water project, noting that construction bids were due soon with plans to complete contracts by year-end. The installation of a new pit was underway, with operational expenses expected to double due to increased housing developments and new radio frequency meter installations. Concerns were raised about the financial implications of testing private wells for contaminants, with discussions on whether residents who declined municipal water connections would need to sign liability waivers.
Town budget planning and procedural updates were also on the agenda. The board discussed establishing firm deadlines for citizen petitions and town meeting articles, proposing a deadline of March 1st for closing the warrant and April 1st for final language submissions. This was aimed at ensuring residents are well-informed about meeting agendas. The importance of placeholder articles was acknowledged, with the understanding that final language must be set four weeks before the meeting to maintain clarity.
The board reviewed entertainment licenses, including adjustments to La Casabella’s hours and Great Horse’s outdoor entertainment schedule. They also approved a conservation restriction on a 37-acre farm, emphasizing the significance of preserving the land’s environmental value. The Senior Center building committee sought guidance on their project, noting past proposals had not gained sufficient community support, and the ambulance service’s sale to the Palmer Fire District was mentioned.
