The commission considered granting a waiver for work within the 25-foot buffer zone due to the efforts made to mitigate impacts.
Stormwater management was another focal point. The commission scrutinized the operation and maintenance plan and the spacing between solar panel rows, which could affect vegetation growth. A plans to manage stormwater features was requested, and there was a debate over the elevation of the drip edge of the panels and the potential need for erosion control measures. The grading of a swale inside the road and its discharge, as well as the curve numbers used for runoff analysis, were also points of contention. A hydrologist raised concerns regarding the groundwater mounding analysis and the potential failure of certain basins.
The installation of the solar panels and their potential to disrupt bird habitats by noise were discussed, along with a turtle protection plan due to concerns about fencing trapping wildlife. There was also a debate about the feasibility of establishing pasture in a cleared forested area and how it would affect soil structure.
The commission emphasized the need for erosion and sediment controls to manage potential erosion risks associated with the solar field development. The applicant stated that they followed standard engineering practices and aimed to stabilize the site swiftly to minimize erosion. Concerns about climate change and the need to consider additional viewpoints in the planning process were also voiced.
The boundary clarification of the 53-acre parcel intended for the solar array installation and stormwater management, particularly turbidity testing and sampling, was discussed. The potential use of herbicides and handling hazardous materials, including a prevention plan for spills, were also points of concern. The commission raised issues regarding the impact on wildlife and endangered species, specifically the long-eared bat and the monarch butterfly.
