Hanover Township Council Advances Redevelopment Plan with Traffic and Housing Considerations
- Meeting Overview:
During a recent Hanover Township Council meeting, the Council introduced two ordinances, focusing on traffic improvements and affordable housing in a proposed redevelopment plan. The developer has committed $250,000 for traffic improvements, and the plan includes special needs housing. Additionally, the Council addressed affordable housing obligations, reducing the calculated need from 544 to 442 units.
The Council introduced Ordinance 2-202, which outlines a redevelopment plan for properties on Whippany Road and Bear Boulevard. The plan includes a financial contribution from the developer to address traffic issues and incorporates special needs housing instead of family affordable units. This approach aligns with the township’s goal to cater to community needs without overextending resources or increasing density beyond current proposals. The Council emphasized that the redevelopment plan also addresses sewage authority concerns without imposing additional costs on taxpayers. The public hearing for these ordinances is scheduled for February 13th.
Another important topic was the Council’s resolution to comply with New Jersey’s affordable housing laws. The resolution, required by January 31st, allows the township to avoid losing protection from potential builder’s remedy lawsuits. The Council’s action reduced Hanover’s projected affordable housing obligation from 544 to 442 units for the upcoming ten-year period. This reduction was achieved through a detailed review of land capacity data, which was found to contain inaccuracies. The Council must file a complaint in Superior Court within 48 hours of adopting this resolution to maintain compliance.
In other business, the Council approved a special service agreement with an ophthalmologist to provide a free eye care clinic for senior citizens. The clinic will offer examinations for glaucoma and other eye diseases. Details regarding the clinic’s operations are pending finalization.
