- Meeting Overview:
In a recent Hatfield Planning Board meeting, members deliberated on a range of topics including updates to zoning bylaws for accessory dwelling units (ADUs), the preservation of agricultural land, and various resident requests for property modifications. The most discussion centered on the proposed amendments to zoning bylaws concerning the regulation of detached ADUs and ADA design, with a focus on the requirement for a special permit for ADUs on lots smaller than 60,000 square feet.
The proposed changes to the zoning bylaws for detached ADUs sparked a debate among the board members. The main issue was whether to require a special permit with site plan review for ADUs on lots under the stipulated size. Some board members voiced concerns over the impact on neighbors’ privacy and enjoyment of their property, prompting discussions about the necessity of notifying abutters to proposed projects. The board leaned towards keeping the site plan review process while adding the abutter notification requirement, despite the special permit process being more expensive due to its more timeline and notification requirements.
In addition to the ADU bylaw changes, the board engaged in a public hearing on the zoning bylaw update related to detached dwelling units and ADA design. However, no opposition was voiced, and the board had not received any correspondence objecting to the project. The discussion extended to considerations around the regulation of short-term rentals and a recommendation from the town council to deliberate on special permits for smaller lots. The potential implications for the town’s regulations were carefully weighed.
Another point of discussion was the future of a property on 106d Road currently designated as a Christmas tree farm and protected under chapter 61a, which offers tax relief for agricultural land. The property owner’s interest in selling led to the town’s consideration of the right of first refusal. The discussion revolved around whether to maintain the land for agricultural use or to explore development options. The possibility of using Community Preservation Act funds to purchase the development rights was debated, to ensure the land’s preservation.
The board also addressed several resident requests, including Bill Lacy’s application to modify a previously approved single-family home plan to include an accessory dwelling unit above his garage. The building inspector confirmed compliance with current bylaws, and the board showed support for the project without requiring further approval.
Richie Corza’s request to split two lots on his property was another agenda item, which after some discussion, was endorsed by the board subject to Corza submitting the necessary fees and paperwork the next day. Another resident sought advice on converting a renovated barn into additional apartments, leading to discussions on zoning classifications and the need for architectural and site plans if the project were to proceed. The board provided the resident with the town’s design guidelines for reference.
The meeting concluded with administrative matters, including approval of minutes from the previous meeting and scheduling a special hearing for a property on North Hatfield Road. The board also expressed a desire to have an informal conversation about a proposed pickleball and tennis facility on a parcel on 5 and 10 at the next meeting.
