A point of discussion was the requirement that every structure on a lot must be at least 66 feet apart, intended to minimize density and preserve neighborhood character. There was some debate regarding the origin and necessity of this specific distance, with board members expressing varying views. The board also considered whether to allow a second ADU on a residential lot, now permissible under state law. It was suggested that the bylaw language should be amended from “shall only be approved” to “may be approved,” granting the board more flexibility to reject applications that do not meet specific criteria.

A public inquiry had questioned the board’s authority over building designs in such areas. The board acknowledged that while they could condition ADUs through a site plan review process, the historic district commission held ultimate authority over design approvals. There was consensus that the inclusion of design standards for ADUs in historic districts would be a proactive measure. The board considered whether these standards could be integrated into existing bylaws without requiring a town meeting.
In contrast to the detailed deliberations on ADUs, the board swiftly handled an Approval Not Required (ANR) application from a local farmer. The application sought to divide a parcel of land into two lots, with compliance to existing regulations, including frontage and lot size. The board found no opposition or concerns and quickly moved to endorse the plan, emphasizing the collaborative nature of the proceedings and ensuring all necessary signatures were acquired to expedite the process.
The meeting also touched upon the board’s recent DTA Grant application, for which feedback was still pending despite an expected update by late January. The possibility of contacting the grant office for an update was suggested. Additionally, interest in a property on West Street for potential redevelopment was discussed, highlighting challenges due to zoning regulations, a high water table, and rocky terrain. The flat front portion of the property was proposed for a solar field, seen as the most viable option given site conditions.
In relation to the Hatfield 2040 comprehensive plan, the board discussed the formation of an implementation committee approved by the select board.
