Hatfield Select Board Approves $16,960 Sewer Abatement After Burst Pipe Incident
- Meeting Overview:
In a decision at the Hatfield Select Board meeting on June 9th, 2026, the board approved a $16,960 sewer abatement for a property on Nolan Circle after a burst pipe incident. Other topics discussed included appointments to the Cultural Council, surplus equipment declarations by the Department of Public Works, and staffing updates for the fire and emergency medical services.
The meeting’s primary focus was the proposed sewer abatement for a property at six Nolan Circle, which had encountered a burst pipe. The board engaged in an extensive discussion on the historical practices of abating sewer charges when water did not enter the sewer system. In line with previous practices, they decided not to abate water charges as the water was still utilized, but they were open to forgiving sewer charges due to the nature of the leak.
The board examined data from the last four billing cycles, which revealed an average water bill of $147.39 and a corresponding average sewer bill of $294.78. The current sewer charge for the property stood at $464.38, prompting the board to propose an abatement of approximately $16,960. A consensus emerged, emphasizing the need for revisiting and potentially revising the forms and regulations related to abatement requests. Clearer guidelines were deemed necessary to ensure transparency and consistency in future decisions.
Moving forward, the board approved the motion to deduct $16,960 from the sewer portion of the bill, a decision that passed without any objections.
In addition to the abatement discussions, the board made two appointments to the Cultural Council. Alan Garrick and Allison Church were appointed without opposition.
The Department of Public Works (DPW) presented a request to declare several pieces of equipment as surplus, including six trailers. DPW Director Marlo explained that some trailers, such as a 1968 construction model, had remained unused for over 15 years and were incurring unnecessary insurance costs. Marlo advocated for the acquisition of a new 14-foot landscape trailer to improve operational efficiency for cemetery maintenance, emphasizing the cost burden of maintaining obsolete equipment. The board supported the declaration of these items as surplus, allowing the DPW to eliminate unnecessary expenses and reinvest in more functional machinery.
Staffing updates for the fire and emergency medical services (EMS) were another focal point of the meeting. The interim fire chief, Chief Flarity, is currently serving in a part-time capacity. Discussions included the potential appointment of another fire department member to assist Flarity. The board acknowledged the importance of filling a vacant firefighter EMT position to maintain service levels and ensure adequate staffing.
Chief Flarity is also working on securing mutual aid agreements to maintain the ambulance service’s advanced life support (ALS) license. Ongoing conversations with other towns about staffing options continue to be a priority. The board considered two proposals to address fire and EMS staffing challenges and potential deficit reductions. One proposal, costing around $43,000, focuses on fire and ambulance services, while another, estimated at $4,000, aims to facilitate the initial steps of a deficit reduction committee. The board plans to review these proposals further in upcoming meetings.
