Laurel Cornfeld raised an issue regarding the potential inclusion of eminent domain in the redevelopment studies for the Sonoco property and Classic Cleaners, noting the reversal of the borough’s prior stance on the use of eminent domain. Andrea Alexander showed support for the investigation into determining if certain properties, like the gas station property, should be designated as areas in redevelopment. Kathleen Kelly inquired about the status of a cicap, initially planned to be placed in front of her building. Mary Forsberg Dennison provided feedback on several of these points, including the upcoming tax rate availability and the language in the resolution concerning condemnation, emphasizing that property owners would be compensated at market value if it came to that.
Further clarifications were made regarding the differentiation between “area in redevelopment” and “development,” explaining that having all options on the table is essential for advancing projects. Updates on various road projects were also shared, including those on North Fourth Avenue, Dennison Street, North Second, North Fifth, and Harper Street.
The council unanimously approved several ordinances, including ordinance 24286, which amends on-street parking regulations to better accommodate residents with physical disabilities. Ordinance 24287 received similar unanimous approval, amending signage regulations and other design standards in the Land Development chapter.
Ordinance 24288, introduced during the meeting, proposed amendments to water and sewer regulations and will be considered for passage at a subsequent meeting. The council’s attention to environmental and infrastructure issues is evident in this proposed amendment.
The meeting also touched on financial matters as the council discussed ordinances related to the issuance of County guaranteed Capital Equipment Improvement revenue bonds and the authorization of a loan and security agreement with the Middlesex County Improvement Authority for capital improvements and equipment acquisition.
On the consent agenda, the appointment of Samuel D. Kovak to the Council on Aging was confirmed.
During the second public participation segment, the topic of the financing of a public plaza arose, as well as the declaration of the Suydam Street area as potentially in need of redevelopment. The council clarified that the authorization was merely for a preliminary study of the area.
