Highlands Borough Council Lowers Occupancy Fee and Secures Open Space Grant
- Meeting Overview:
In a recent Highlands Borough Council meeting, key resolutions were made, including the substantial reduction of the continued occupancy fee from $175 to $30. Additionally, the council successfully secured a $225,000 grant from the Monmouth County Open Space Program to revitalize local playgrounds and repair sports courts.
The decision to amend the continued occupancy fee was introduced through ordinance 02523. It was unanimously passed on its first reading, with a public hearing scheduled for October 15, 2025. One council member humorously remarked on the fee reduction, expressing enthusiasm by saying, “I’ll take two of them.”
Equally notable was the announcement of the Monmouth County Open Space Grant, with a total of $225,000 allocated to resurface playgrounds at Huie, Wreck, and Veterans parks, and to repair courts at Snug Harbor Park. The grant will fund these community enhancements. However, the council is still awaiting responses on additional grant applications related to community development and infrastructure improvements, with decisions expected in early 2026.
The council also approved several resolutions under the consent agenda. These included authorizing a shared services agreement with Monmouth County for community rating system project management software and awarding a contract for the South Peak drainage improvements project. Furthermore, resolutions approving waivers for alcohol bans at community center rentals were passed, catering to specific event requests.
During the mayor’s report, updates on various infrastructure projects were provided. The Marine Place Walkway improvements are progressing, though completion has been delayed to the end of October. Other projects, such as the Shore Drive striping and the VFW lot paving, have been completed. Upcoming projects, including work on North Street and park improvements at Overlook and Frank Hall, are set to progress, pending weather conditions.
