- Meeting Overview:
During the recent Highlands Borough Council meeting, members approved new regulations for short-term rental properties and discussed updates on several infrastructure projects. The meeting included the introduction of an ordinance modifying short-term rental inspection schedules and fees and updates on various local improvement initiatives.
The Council introduced Ordinance 0-2416, which proposes changes to Chapter 4 licensing regulations. The amendments aim to streamline the inspection process for short-term rentals, reducing the frequency from four inspections per year to one. This change, recommended by the construction official, is expected to simplify administrative procedures and reduce the financial burden on rental property owners by consolidating fees into a single charge. The ordinance was passed on its first reading, with a public hearing scheduled for September 18th.
In other developments, the Council discussed the progress of multiple infrastructure projects. The most notable updates included the completion of new curbs and sidewalks on London Avenue and ongoing work on the sanitary sewer improvements. Future plans were highlighted, such as the upcoming replacement of curbs and sidewalks on Ocean Avenue and paving projects on Central and Beach avenues.
The Council also reviewed updates on the Jones Creek dredging project, expected to commence in September, and enhancements at Veterans Park, including the installation of solar lighting and picnic tables. Additionally, they are awaiting grant awards for improvements to Frank Hall Park and are working on final plans for various other local projects, including the Shore Drive pedestrian improvements and Overlook Park development.
During the public portion of the meeting, residents voiced their concerns and suggestions. One resident praised the efficient sidewalk repairs but requested the painting of curbs at the corner of Ralph and Linden to reinforce no-parking zones and improve visibility for drivers. Another resident brought up issues related to parking shortages exacerbated by rental properties and suggested potential solutions to ease congestion and enhance safety.
