Vishnu Baharun’s accomplishments are noteworthy: winning multiple Science Olympiad competitions, becoming a National semi-finalist in the Biology Olympiad, and receiving the New Jersey seal of biliteracy. His active involvement in school clubs, particularly as the founder and president of the Linguistics Club, president of the Neurobo Club, and an event leader for the Science Olympiad Club, underscores his dedication to academic and extracurricular pursuits.
Girl Scout Week was commemorated with a proclamation celebrating the organization’s historical contributions and ongoing impact on the community’s youth. A representative from the Girl Scouts Heart of New Jersey elaborated on the group’s past and its influential role in fostering leadership among America’s girls.
Beyond these proclamations, the meeting addressed the NJ Department of Transportation’s installation of left turn arrows at the Rider Boulevard and Route 206 intersection. The Public Works department responded to drainage concerns following recent rainstorms, advising residents to clear storm drains and avoid dumping on Township property. The Sustainability office opened submissions for Arts in the Park, inviting designs for sidewalk painting at Van Middlesworth Park. New Jersey Land Link was discussed as a resource connecting farmers with landowners. The Council also celebrated the ribbon cuttings of the Pickle Jar Center and Five Guys, and emphasized proper flushing habits for sewer infrastructure maintenance. Ramadan wishes were extended, and Army veteran Megan Valo was named Grand Marshal of the Memorial Day commemoration ceremony. The New Jersey Motor Vehicle Commission mobile unit’s return to Hillsborough was acknowledged, and the success of the Harlem Wizards event and the borough’s participation in Wreaths Across America were mentioned. The Council encouraged blood donations and highlighted Girl Scout activities, such as the annual cookie sale and upcoming presentations.
The Council addressed financial matters, including the transfer of funds from planning and board of adjustment escrow accounts to the treasurer’s account. This transfer related to applications before the planning board and board of adjustment, particularly those involving the prohibition of warehouses in specific zones. When applicants come before the board, escrows are posted, and professionals bill against those escrows for their services. The Council clarified the process and suggested the public contact the planning department for details on the work performed for these applications. Concerns were raised about an application for the Sherman track Phase 2 Eminem, which appeared to be adjourned. The Council advised the public to seek specifics from the planning department.
The review process for applications before the board, which involves the planning department, the zoning officer, and the township engineer, was discussed. Approval was given for the release of cash escrow and engineering inspection fees for the Hillsboro Village project, located off of 206 near the Bell Meat area. The board also authorized refunds for tax overpayments, with substantial amounts being returned to Core Logic, a company managing mortgage payments and tax accounts for residential and commercial properties.
Public comments included discussions about the appointment of attorney Eric Bernstein as the planning board attorney. Concerns were raised regarding the signing of his contract and oversight of payments. The meeting concluded with a motion to adjourn at 8:30 p.m.
