## Hillsborough Planning Board Faces Scrutiny Over Traffic Impact Study for Proposed Warehouse Development
- Meeting Overview:
During the Hillsborough Planning Board meeting on November 7, 2024, discussions ensued over the traffic impact study related to a proposed warehouse development on Homestead Road. Central to the discussion was the use of Land Use Code 150 to estimate truck trip generation, with critics arguing that the study’s reliance on square footage as an independent variable led to unreliable projections.
The traffic impact study for two proposed warehouses, measuring 369,000 and 168,000 square feet respectively, came under fire for its methodology. A witness stated that the Institute of Transportation Engineers (ITE) does not recommend using building size as a determinant for truck traffic. Instead, the number of loading docks and truck parking spaces are considered more reliable indicators. Yet, the applicant’s study heavily utilized square footage, prompting objections over the resulting trip generation estimates.
Further examination revealed discrepancies in the applicant’s assumptions. A traffic expert questioned the correlation between square footage and truck trips, presenting evidence that facilities of different sizes generated similar amounts of truck traffic. This finding challenged the applicant’s methodology and suggested a need for reevaluation. The expert criticized the applicant’s use of outdated data and lack of adherence to ITE guidelines, arguing that more relevant variables, such as employee numbers, should be considered.
The debate intensified when the applicant’s engineer was questioned about the assumptions regarding loading dock occupancy. The witness admitted that the assumption of 90% occupancy was speculative and lacked empirical support, raising doubts about the accuracy of the projected traffic impacts. This led to calls for a more rigorous analysis that aligns with established transportation engineering standards.
Concerns about the broader impact of the warehouse development on local traffic patterns were also raised. A participant questioned the potential increase in traffic flow at the intersection of Homestead Road and Route 206, which could undermine the US 206 bypass’s purpose. The Dolan traffic report suggested diverting 20% of truck traffic onto Homestead Road, a proposal met with skepticism over its feasibility and impact on nearby roads like Willow Road.
In addition to traffic concerns, the meeting addressed questions related to affordable housing developments. A resident inquired about the approval of the Eminem project at Camp Lane Road, questioning whether the Glen Gary project could commence before meeting the affordable housing requirements set forth in a settlement agreement. The board confirmed that Glen Gary could begin construction but must meet specific requirements before completing its Phase One development.
Public comments also touched on the Toll Brothers development, with questions about the commencement of groundwork for a golf course site linked to a $5 million application fee for an affordable housing project. It was confirmed that groundwork had indeed begun.
As the meeting progressed, discussions shifted to procedural matters, including the scheduling of future meetings and the introduction of new expert testimony. A motion was made to continue the application without further notice to December 12, 2024. The board emphasized the importance of adhering to deadlines for submitting expert reports.
