Hillsdale Borough Council Tackles Costly Landfill Compliance and Budget Challenges
- Meeting Overview:
The Hillsdale Borough Council meeting primarily focused on the rising costs associated with compliance measures at the Centennial Field landfill and the looming budgetary challenges for 2026. Lois Spagnola from the Environmental Group provided an in-depth presentation on the landfill’s history and current monitoring practices, highlighting issues with methane gas detection and compliance with the Department of Environmental Protection (DEP) regulations. The council expressed concern over the financial implications, particularly as they impact the budget for the upcoming year.
Spagnola explained that the Centennial Field landfill, closed in 1986, contained debris from curbside pickups rather than typical household waste, yet it still required monitoring for methane gas. Methane, while hazardous, dissipates in air, necessitating the installation of vents around the landfill. Recent tests detected methane through the slam bar test, requiring expanded testing protocols to align with DEP regulations. This expansion is projected to increase costs significantly, with ongoing quarterly sampling and additional compliance evaluations estimated to cost nearly $115,000 for 2026.
The council’s budget discussions further underscored the financial strain. Despite an initial draft showing a 2.5% reduction in appropriations, the budget still necessitates a 5.4% increase in municipal and library portion property taxes. This rise is attributed to escalating medical insurance premiums and increased property valuations, among other factors. The centennial landfill’s compliance costs added to these pressures, leading to a discussion on how to manage these growing expenses.
In addition to financial concerns, the council addressed several ordinances, including those related to recreation department fees, affordable housing, and ebike regulations. Ordinance 2601, establishing fees for recreation programs and summer camps, and Ordinance 2602, setting salaries for the recreation department, both passed their first readings. Ordinances 2603 and 2604, aimed at addressing affordable housing obligations and creating a new townhouse complex district, respectively, also passed their first readings.
The council also deliberated on a potential trip hazard related to parking and ebike regulations, with updates on ongoing legislative discussions in Trenton.
During correspondence, the council received a letter from the Hillsdale Fire Department requesting the use of the West lot for their annual carnival and emails concerning a proposed cell tower at the Stony Brook Swim Club. These items were approved unanimously.
Professional reports from Collier’s and the police department added to the meeting’s comprehensive scope. Collier’s highlighted progress on field improvements and the completion of the nature trail project, with surplus funds from a county open space grant offering potential for further enhancements. The police department’s report detailed community engagement activities and a significant volume of calls and investigations.
Other committee reports offered insights into various community initiatives, including an annual art show, a spring brochure release, and a community center nearing completion. The Board of Education’s update on the George White renovation project provided crucial information on the project’s financial aspects and timeline.
Council members also touched on the significance of Martin Luther King Day, emphasizing themes of equality and service, and encouraged public participation in upcoming discussions on a proposed cell tower. The meeting concluded with a motion to adjourn, with reminders of future meetings and community events.
