The council debated the correlation between tree size and the tree removal/replacement process, as well as penalties for non-compliance. A suggestion was made to limit the number of trees removable without further borough approval.
Another topic of significance was the approval of a capital ordinance to fund artificial turf fields. Council members scrutinized the cost-benefit analysis of artificial turf versus natural turf and raised concerns about the financial implications of disposing of artificial turf after its useful life. Discrepancies in project estimates and a lack of discussion on the turf matter were pointed out, triggering a request for a more comprehensive analysis.
The Hillsdale Ambulance Service presented its new staffing model, which combines paid employees during daytime hours with volunteers covering nights and weekends. The council noted the challenges in sustaining volunteerism and the necessity of adequate coverage. The service reported improved response times and an increased patient treatment rate since the new model’s implementation.
The council also deliberated on filling police force vacancies. The recommendation to hire two probationary officers led to a discussion on the justification for increasing the police force. Ultimately, a new detective was appointed to sergeant, and there was a decision to renew the contract for a joint feasibility study on ambulance services.
Additionally, the Borough Administrator reported unexpectedly high road survey costs, inciting debate over the need and cost-effectiveness of the survey. The council decided to remove the proposed 10-year, $40,000 road evaluation plan from the agenda.
The council addressed the Stony Brook pool commission’s incentive bonus plan. Questions were raised about the management quality aspect, the need for documentation of the performance of the pool director and assistant manager, and the discomfort with awarding bonuses based on profit and loss assumptions.
Further discussions included updates on the Department of Public Works renovations, the Beachwood Park Band Shell Improvement project, a permit filed with the Department of Environmental Protection, and the Recreation Committee’s initiatives, including the summer concert series and the new playground at Ralph Park.
The meeting concluded with the council’s authorization to participate in litigation challenging the constitutionality and validity of New Jersey’s affordable housing mandates. Moreover, there was talk of a new website, a potential new cell tower, and upcoming changes to the Planning and Zoning Board’s ordinance. The council adjourned after a motion to end the session was approved.
