- Meeting Overview:
In a move for historic preservation in Chatham, the Zoning Board of Appeals has unanimously approved a plan for the relocation and restoration of the Joshua Bur House and a historic windmill located on Shore Road. This decision, reached during their July 18th, 2024 meeting, allows C. Piper Realty Trust to proceed with the careful restoration of these structures.
The application presented by C. Piper Realty Trust, which garnered considerable attention, involved the relocation and restoration of two historic structures: the Joshua Bur House and a windmill. The board’s discussion centered on the plan’s adherence to zoning requirements and its efforts to reduce non-conformities. The Hutker Architects team, representing the applicant, underscored the importance of preserving the historic significance of the site. They outlined a vision that involved not only the careful restoration of the Joshua Bur House to its original form but also the relocation of the windmill out of a setback, simultaneously building a new family home and reducing the non-conformity of the structures.
The board examined various aspects of the proposal, including the impact on the neighborhood’s visual character and the maintenance of public sight lines. The landscaping plan was presented with detailed height limitations for plantings to ensure the visibility of Chatham Harbor and the historic structures from various vantage points. Traffic flow and safety were also discussed, and the board deliberated on the adequacy of the site for residential use.
The proposal was well-received by the community, as evidenced by several letters of support from neighbors and the acknowledgment of the applicant’s dedication to preserving the historic structures. The Historical Commission had deemed the home historically significant, and the Health Agent had provided feedback on the septic system. The Conservation Commission had noted the need for the project to comply with wetlands protection standards.
Deliberations by the board members were positive, with commendations for the preservation of historical structures and the thoughtful approach taken in the redevelopment. The approval of the project was unanimous, and it included conditions such as limitations on exterior construction during specific times to minimize disruptions.
In other business, the board addressed an application involving substantial alterations to a non-conforming dwelling and garage at an unspecified location. The applicants, represented by an attorney, proposed to demolish the existing structures and replace them with new ones that met all bulk and dimensional requirements. The design and architectural features were discussed, emphasizing compatibility with the neighborhood and the minimization of the structure’s scale.
Additionally, an application to alter and expand a non-conforming exterior mechanical system by installing an AC condenser was approved with conditions, including construction restrictions during the summer months and the preservation of a beach tree on the property.
The meeting also covered two more applications. The first regarded minor changes to a property on Squanto Drive, including the installation of an emergency generator and reconfiguration of an existing coastal stairway. The second dealt with the enclosure of the underside of a unique Treehouse structure on Nelly’s Way to create storage space. Both applications were approved, with discussions noting the importance of aesthetic impact and building coverage.
