Holliston School Committee Supports Upper Charles Rail Trail as Part of US Bike Route One

The designation of the trail has already received approval from the House, but it awaits official recognition from the Massachusetts Department of Transportation (MassDOT), which is expected to submit an application to ASHTO. Despite some delays in the application process, there is optimism that it could be completed by spring or fall of the current year.
The committee also considered the potential for local businesses to benefit from the increased visibility and traffic that the designation might bring. Irons noted that while Adventure Cycling offers downloadable maps, there is room for local businesses to be featured as points of interest along the route. This would require collaboration to keep information current, as businesses frequently change.
In addition to the bike route discussions, the committee addressed the fiscal year 2027 budget, focusing on operating budgets and salary allocations. A point of debate was the proposed inclusion of a portion of the town engineer’s salary into the operating budget, totaling $115,000, sourced from the programmatic stabilization fund. The need for hiring a new town engineer was acknowledged, with plans to have the position filled by April.
The committee also reviewed various departmental budget requests, which collectively amounted to over $930,000, largely driven by salary adjustments due to new state requirements for services such as ambulance staffing. The board recognized the necessity of these increases, while also noting the challenge of balancing such requests against available funding.
Discussions on fiscal matters extended to the potential cost-of-living increase under the 41C exemption program and the need to address financial obligations related to ongoing projects like the high school feasibility study. The estimated cost for this study was approximately $2.5 million, and members acknowledged that specific funding decisions would be contingent upon the certification of free cash resources.
The meeting also touched on the town’s infrastructure plans, particularly the creation of a sewer district in the village commercial district. The committee discussed the importance of community engagement and public outreach in this process, with plans to involve the sewer commission in future meetings to ensure a transparent approach.
In terms of personnel matters, the possibility of transitioning the town clerk position from an elected to an appointed role was mentioned, along with ongoing evaluations of personnel bylaws to address sick time accruals for employees.
The meeting concluded with updates on various community projects, including the promotion of the Holliston bike park and a planned walk audit by the Metropolitan Planning Organization to assess local road safety. Members also discussed a resident’s request to display the American flag on all town properties during the 250th anniversary celebration.
