Holyoke School Committee Grapples with Curriculum Standards, Student Enrollment, and Superintendent Evaluation
- Meeting Overview:
The Holyoke School Committee meeting addressed several issues, including an evaluation by the New England Association of Schools and Colleges (NEASC), changes in student enrollment, and the evaluation process for the superintendent.
The committee devoted considerable attention to the recent NEASC evaluation, which assessed both Holyoke High School and Dean Technical High School. The evaluation, part of a comprehensive 10-year cycle, identified non-compliance with curriculum standards, particularly in history and elective courses. This lack of alignment with formal scope, sequence, and pacing guides was noted as a issue. The district acknowledged the need for robust curriculum oversight and committed to addressing this gap, now that personnel are in place to oversee curriculum improvements.
The evaluation process included a three-day visit to both campuses, involving meetings with staff and observations of operations. The NEASC report’s findings largely aligned with the self-assessments conducted by the schools. There was a shared commitment to address the identified challenges, with plans to address the history curriculum in the next academic year and incorporate changes to elective courses immediately.
In addition to curriculum concerns, the committee addressed student enrollment trends, particularly at Dean Technical High School. The enrollment at Dean has been intentionally increased, with a reimagined admissions policy contributing to its popularity. However, this shift has led to a decline in enrollment at Holyoke High School. The committee acknowledged this trend as part of a broader statewide decline in student enrollment, despite the growing appeal of Career and Technical Education (CTE) programs.
The safety of students within the schools was another topic of concern. Previous reports had identified safety issues, but the committee clarified that immediate concerns are being addressed. Wi-Fi dead zones and security camera blind spots, identified in past evaluations, are largely resolved, though some issues remain. A gate related to fire safety protocols was discussed, highlighting the need for compliance with fire code requirements.
The meeting also touched upon the school calendar for the next academic year. The calendar includes school days on January 4th and 5th, diverging from the tradition of returning after the Three Kings holiday. Clarification was provided that this decision was not linked to a reduction in teacher workdays, as initially speculated by a committee member.
A significant portion of the meeting focused on the evaluation process for the superintendent. A member highlighted the importance of utilizing quarterly reports for assessing the superintendent’s performance. Concerns were raised about the availability of comprehensive data for review, as the third quarterly report would not be ready before the superintendent’s last day on June 30th. The committee emphasized the need for a thorough evaluation, encouraging detailed comments on the superintendent’s performance, including highlights and areas for improvement.
The committee also discussed policy updates, including a first reading of policy KHB regarding advertising on school property. A motion to advance the first reading received unanimous support. A proposal to remove the requirement for a two-thirds vote in policy FA concerning memorials and naming facilities prompted questions about the influence of philanthropic contributions. The committee decided to table further deliberation on this policy.
Lastly, the meeting covered administrative matters such as the resignation of a school committee member, with a joint city council meeting scheduled for June 17th to appoint a new member. The committee discussed the superintendent’s contract, with a motion proposed for approval effective July 1st. No further discussion ensued, leading to a roll call vote to finalize the decision.
