Homestead City Council Addresses Stringent Enforcement of Code Violations Amidst Residents’ Concerns

Another case highlighted during the meeting involved Family Food of Homestead, cited for operating an unlicensed business by maintaining gambling machines on Southwest 8 Street, with a citation issued on September 12, 2025. The fine associated with this violation had been paid, and the individual was found guilty.
The council also dealt with a mitigation hearing for Jonah Homesac LLC, where fines had accumulated to $28,555 due to property violations at 344 and Washington Avenue. The representative, Sean Darling, explained that communication failures between the property owner and tenants contributed to the violations going unaddressed. The city had already reduced the amount owed by $21,486.25, bringing it down to $7,000. Considering the complexities of the case, the council granted a further reduction, lowering the total to $4,283.25.
Cases involving non-compliance with city codes continued to dominate the meeting’s discussions. Lar Homes LLC faced a $250 daily fine for failing to meet a 40-year re-certification requirement. The property on Palm Drive had a pending permit in “applied” status since January 5, 2024. An affidavit of non-compliance resulted in the imposition of the fine effective from May 26, 2025.
Similarly, the case of Redland Facility LLC involved citations for producing excessive dust and safety violations at 10750 Northwest 138 Street A5. Despite mitigating dust issues, unresolved potholes and fencing problems led to a $250 daily fine.
In new business, repeated violations were addressed, such as the case against Anita Ram L E Rem Wazir Con for displaying vehicles with for sale signs. Other cases involved unpermitted tree removal and construction, with property owners like Oscar Norberto Pereta given 15 days to comply.
