The most pressing topic discussed during the meeting was the series of development agreements and rezoning requests that promise to shape the future landscape of Homestead. Among these, the approval of a rezoning request for an approximately 9.5-acre parcel of land from a restricted retail commercial B1 zoning district to a more inclusive retail commercial B2 zoning district stood out. This change paves the way for a new retail shopping center with anchor tenants and commercial out parcels, expected to create jobs and stimulate economic growth in the city.
While the council approved the rezoning, members underscored the necessity for further discussion on the architectural design and the project’s economic impact. The council also approved the rezoning of other parcels, including a property by VAR Camp Group LLC from a single-family zoning district to a professional business restricted B1A zoning district, which will allow for diversified business opportunities within the city.
In a related discussion, the issue of a sewer moratorium and its effect on development agreements was a point of contention. The council deliberated on the potential impact of the moratorium on the Minority Builders Coalition’s obligation to develop four affordable homes within the Community Redevelopment Agency (CRA) area. The delay in response from the Minority Builders Coalition regarding their contractual obligations due to the moratorium was noted with concern, and the council requested documentation to understand the claimed impact better.
The council also considered the appointment of the assistant city manager to oversee the CRA following the director’s resignation.
Another decision made by the council was to authorize the city manager to negotiate and enter into an agreement with RedSpeed Florida LLC for the installation and operation of speed detection systems in eligible school zones. The program’s financial arrangement ensures that the initiative comes with no capital outlay for the city, as RedSpeed will be compensated through a portion of the fines collected.
In terms of community engagement and services, the council heard from Gail Nelson, president and CEO of Big Brothers Big Sisters Miami, who presented the Career Pathways program. The program, which seeks a formal partnership with the city, aims to match high school students from Homestead with city employees to provide mentorship and exposure to career opportunities.
Public comments also played a role in the meeting, with concerns raised about workplace harassment and discrimination within the city’s employment. Harold Ford, president of the South Dade Branch of the NAACP, warned of possible litigation against the city if these issues persisted. The council also addressed the efforts of the Homestead Police Department and discussed community events, such as an upcoming fishing tournament to benefit the community.
Additionally, the council moved towards enhancing the city’s visual identity by discussing options for the city logo and including the word “Florida” in its design. They weighed the aesthetic impact of various design choices and contemplated the logo’s use on city materials.
The meeting further touched on the Homestead Housing Authority Board and the Community Relations Board’s appointments. Moreover, the council welcomed new staff members, highlighting the city administration’s expansion and capabilities.
